MINUTES of the board meeting of June 1, 2005 to be approved.

PROCLAMATION declaring June 17 and 18, 2005 as Umpqua Valley Roundup Days in Douglas County.


1. Proposed vacation of a portion of a dedicated road in Plat “B”, Roseburg Home Orchard Tracts. Petitioners are Shyamal and Bandana Maitra, Marilyn Bjornson and Shirley Purcell.


1. Acceptance of Juvenile Intake & Adjudication Project grant award in the amount of $14,434. This project will continue to support a deputy district attorney to prosecute juvenile delinquency cases. Grant requires a $68,140 cash match, which is provided for in the 2005-2006 Juvenile Department budget.


1. Timber sale contract with D.R. Johnson Lumber Co. for Douglas County’s Clear Eel Timber Sale #264. This sale was sold at oral auction on April 28, 2005 and contains approximately 955,000 board feet of timber located south of Reedsport.

2. Timber sale contract with D.R. Johnson Lumber Co. for Douglas County’s Joyce Creek Timber Sale #265. This sale was sold at oral auction on April 28, 2005 and contains approximately 1.25 million board feet of timber located northwest of Reedsport.


1. Contract with Fought & Company, Inc. in the amount of $196,730 for purchase of steel superstructure, “E” Mile Creek Bridge replacement, Little River Road.

2. Contract with Umpqua Research Company for laboratory testing and closed landfill monitoring at Roseburg Landfill.

3. Award of purchase for one used diesel powered, four wheel drive, front mounted commercial mower. Purchase was made through surplus vehicle sealed offer sale from Lane County in the amount of $90,000.

4. Real estate option and order accepting a warranty deed from Danny and Carol Ellington for the widening and realignment of Little Valley Road. Consideration is $9,780, plus escrow fees.

5. Order accepting easement from EBMP, LLC for connection to the Glide-Idleyld Park sewer system.

6. Order in the matter of reconstructing the Water Resources Advisory Board and appointment of members.


1. Amendment to second extension of School Resource Deputy Contract for Glide School District. Douglas County will receive $10,856.16 for services.

2. Contract with Ace Communications in the amount of $11,028.19 for additional work that was not included in the original scope of work on the 911 communications project. Contract covers installation of generator louver and shroud of Cinnamon Butte.

3. Contract with Dr. Olson to provide medical services to Sheriff’s office as board certified pathologist to act as the county medical examiner. Contract amount is $3,000 per month.

4. Reimbursement funds from FEMA for the Bland Mountain fire. County will reimburse each of the following subgrantees as listed:

Milo RFD, $4,620; Days Creek RFD, $4,903.47; Tiller RFD, $1,134; Glendale RFD, $1,181.64; Canyonville-Umpqua RFD, $9,823.50; Riddle RFD, $4,966.50; Myrtle Creek RFD, $9,309; Azalea RFD $1,618.50; Tri-City RFD, $3,930, Douglas County Fire District No. 2, $2,994.11; Oakland RFD $649.35; and North Douglas Co. Fire and EMS, $3,188.25.


1. Order reappointing Jennifer Reasoner, Lee Paterson, and Amy Kincaid to the Douglas County Regional Workforce Committee. Terms to expire June 30, 2007.

2. Order reappointing Bob Hall to the Dog Control Board. Term to expire June 30, 2009.

3. Order appointing Cari Becker to the Mental Health Advisory Committee. Term to expire January 31, 2007.

4. Order appointing Jeff Willis and Deborah Stoll-Underwood to the Library Board. Terms to expire June 30, 2007.

5. Order appointing Kathy Vejtasa and Terry Isaacson to the Library Board. Terms to expire June 30, 2009.
