MINUTES of the board meeting of May 28, 2003, to be approved.
PROCLAMATION declaring June 13 and 14, 2003 as Umpqua Valley Roundup Days in Douglas County.
HEARINGS
1. Petition to annex property and order incorporating territory to the Elkton Rural Fire Protection District. Chief petitioner is Kathryn Guentner.
BUILDING FACILITIES
1. Order awarding contract to North Umpqua Plumbing for water piping replacement project in the justice building. Contract amount is $76,400.
2. Order awarding contract to Weatherguard, Inc. for re-roofing project of the courthouse. Contract amount is $190,952.
DISTRICT ATTORNEY
1. Amendment No. 1 to intergovernmental agreement between Department of Human Services and Douglas County District Attorney’s Office. This amendment provides for the county to receive $26,087 in retroactive incentive payments for the 2002 fiscal year for child support services.
HEALTH AND SOCIAL SERVICES
1. Second modification of contract with ProtoCall Services Inc. due to unexpected increase in after hour crisis calls for mental health and developmental disabilities services.
HUMAN RESOURCES
1. Agreement with Oregon Dental Services for administration of the county’s self-funded dental coverage plan.
LAND
1. Easement between Douglas County and James and Mary Donnellan revising requirements over a private road that accesses county timberland located east of Sutherlin.
PUBLIC WORKS
1. Agreement with Northwest Linings and Geotextiles in the amount of $0.0699 per square foot for nylon reinforced plastic sheeting to be used as landfill daily cover.
2. Agreement with Charles Caylor in the amount of $1,595 per month for removal of deer carcasses from county roads.
3. Order accepting warranty deed from Kenneth and Margarete Schmidt for the widening and realignment of Old Pacific Highway, County Road No. 386.
4. Order accepting warranty deed from Herman and Nancy Pieski for the widening and realignment of Old Pacific Highway, County Road No. 386.
5. Bargain and sale deed to transfer the Roscoe Street property purchased by Larry Stockton.
6. Contract with Jones & Stokes for wetland mitigation planning for Sutherlin and Oak Creek industrial parks.
SHERIFF
1. Contract with Harris Corporation for training of new communications system equipment. Contract price will not exceed $46,621.
2. Domestic preparedness grant application to seek funding for the county radio project. This is the second U.S. Department of Justice grant application.
MISCELLANEOUS
1. Order setting hearing date of July 9, 2003 and notice of public hearing for annexation of property to the Winston-Dillard Water District. Chief petitioner is Richard Castle.
2. Order setting hearing date of July 9, 2003 and notice of public hearing for annexation of property to the Green Sanitary District. Chief petitioner is J.D. Dillingham.
3. Order setting hearing date of July 9, 2003 and notice of public hearing for annexation to the Green Sanitary District. Chief petitioner is Tim Foley.
4. Order appointing Anita Cox to the Douglas County Regional Workforce Investment Board. Term to expire June 30, 2005.
5. Order reappointing the following to the Douglas County Regional Workforce Investment Board:
