MINUTES of the board meeting of June 22, 2005 to be approved.

BID OPENING

1. Paving of Driver Valley/Elkhead Road Intersection.

2. Reconstruction of Little Valley Road.

3. Request for proposals for operation and maintenance of Glide Idleyld Park sewer system.

HEARING

1. Continuation of hearing for determining whether the Sutherlin Water Control District Directors should be reduced from nine to five members. Chief petitioner is Ray Cox.

BUILDING FACILITIES

1. Extension of contract with Sims Electric, Inc. for electrical services for Building Facilities and other department use on an “as needed” basis. Estimated total contract amount is $119,823.

2. Architectural design services contract with Dallas W. Horn, A.I.A. for assignments that cost $5,000 or less. Contract is not to exceed $50,000 and can be renewed for an additional two years.

FLEET SERVICES

1. Extension of Intergovernmental agreements for sale of fuel from county fuel facilities to Douglas Education Service District, North Douglas Fire and EMS, and Umpqua Regional Council of Governments.

HEALTH AND SOCIAL SERVICES

1. Lease with City of Winston for the Winston Community Building used as a dining and recreation site for senior clients. Lease amount is $415 per month.

2. Sub-lease with Patty Feola for office space within the Dr. Wiltse and Dr. Duncan office building in Drain for the purpose of maintaining an annex office for the Health and Social Services Department. Lease amount is $300 per month.

INFORMATION TECHNOLOGY

1. Award of contracts with seven firms for telephone and data wiring services and computer and printer non-warranty repair services. Work assignments will be made on the basis of lowest bid unless the lowest bidding firm cannot meet schedule requirements, in which the next lowest bidder will be awarded the work.

LAND

1. Real estate option and order to accept deed from Bonnie Sassmen for the acquisition of right of way to be used for culvert replacement on North Fork Smith River Road. Consideration is $200.

2. Real estate option and order to accept deed from Darrel and Brenda Anderson for the acquisition of right of way to be used for culvert replacement on Becker Road. Consideration is $200.

MANAGEMENT AND FINANCE

1. Order transferring appropriations within the general fund, public safety fund, county fair board fund, industrial development fund, Glide/Idleyld sewer fund and fleet management fund.

2. Order adopting the budget, making appropriations, levying taxes, and categorizing the taxes for fiscal year 2005-06. Total budget amount is $170,572,374. Taxes are levied at the permanent rate of $1.1124 per $1,000.

PARK

1. Right-of-Entry to allow ODOT access to survey a known archaeological site at Amacher Park. This work will be done for development of ODOT’s I-5 overpass and Old Winchester Bridge Rehabilitation project.

PUBLIC WORKS

1. Order setting rates for purchase of multiple purpose water for Galesville Reservoir.

2. Order setting service fees and connection fees for the Glide-Idleyld Park sewerage system.

3. Order accepting easement from EBMP, LLC and Eric N. and Diana Young for connection to the Glide-Idleyld Park sewer system.

4. Intergovernmental agreement with the City of Sutherlin for installation of water and sewer lines as part of the construction of a section of Calapooia Street between milepost 4.90 and 5.53.

5. Coordination of acquisition of real property on county road No. 1 with Right of Way Associates, Inc. in the estimated amount of $129,200.

6. Contract with Biomass One for the sale of recycled material from the Douglas County Landfill. Biomass One agrees to pay $1.32 per green ton.

7. Laboratory testing contract with Columbia Analytical Services, Inc for Roseburg and Reedsport Landfill monitoring.

SHERIFF

1. Extension of contract with Saving Grace to provide animal shelter services for Douglas County.

MISCELLANEOUS

1. Extension of contract with Douglas County Industrial Development Board (DCIDB) and Coos, Curry, Douglas (CCD) Business Development Corporation for staff services. Contract extended to July 30, 2006 in the amount is $3,000 per month.

2. Order appointing Margie Earhart to the Douglas County Industrial Development Board. Term to expire on January 31, 2006.

3. Order appointing Eric Swanson as an ex-officio member to the Douglas County Industrial Development Board.

4. Order reappointing Bob Bingham and Jim Churchill to the Douglas County Traffic Safety Commission. Terms to expire June 30, 2008.
