MINUTES of the board meeting of June 16, 2004 to be approved.

BID OPENING

1. Demolition of Community Building at the Douglas County Fairgrounds.

HEARINGS

1. Petition for formation of the Tri City Water and Sanitary Authority. Chief petitioners are Robert Cavaner, Lillian Elder, and Bruce Stimpson.

2. Grant application for CDBG funds for the Douglas County Housing Rehabilitation program and Regional Housing Center.

COMMISSION ON CHILDREN AND FAMILIES

1. Renewal of contract with Options Counseling Services of Oregon, Inc. to administer the Multi-Systemic Therapy program in Douglas County. Contract amount is $115,180 for fiscal year 2004-2005.

JUVENILE

1. Juvenile Accountability Incentive Block Grant application in the amount of $43,260. This grant has been received for the previous five fiscal years and pays for a deputy district attorney to prosecute juvenile delinquency cases. Grant requires a match of $37,387, which is in the Juvenile Department budget for fiscal year 2004-2005.

2. Amendment to intergovernmental agreement with Oregon Youth Authority (OYA). Agreement provides reimbursement to Douglas County, an amount not to exceed $40,400, for expenses related to transporting OYA committed youth and “flex fund” spending to keep Douglas County youth offenders out of OYA custody. Expenditure and revenue line items for this agreement in the amount of $7,500 are included in the Juvenile Department budget for fiscal year 2004-2005.

LAND

1. Road use permit with Pacific West Timber Company LLC allowing for their use of a county road system in the Noel Ridge Road area near Reedsport. Expiration date is November 30, 2004.

PARK

1. Lease amendment with U.S. Army Corps of Engineers to allow Douglas County to operate and maintain beach access parking lot No. 1 for park and recreation purposes. This amendment expands the lease to allow a portion of the OHV parking/staging area to be built, administered, and maintained on Corps property abutting the former Umpqua Lighthouse State Park parcel.
PLANNING

1. Order and notice setting hearing date for annexation of property to the Roseburg Urban Sanitary Authority. Chief petitioner is Kathy Bailey.

2. Order accepting irrevocable offer to dedicate property with waiver of objection to assessment for right of way along Briggs Drive. Property owners are Jimmy Wall and Carolyn Horn.

PUBLIC WORKS

1. Intergovernmental agreement with the City of Winston in the amount of $150,000 for installation of a turn lane on Highway 42 at Abraham Drive.

2. Order accepting Winngate Court as a county road.

3. Order accepting Santa Maria Court as a county road.

4. Order authorizing maintenance of Northview Drive as a county road.

5. Order accepting completion of contract for overlay of Tiller Trail Highway with Roseburg Paving Company. Contract amount is $210,688.37.

6. Order accepting completion of contract for overlay of Melrose Road with Roseburg Paving Company. Contract amount is $581,801.13.

7. Contract with Roseburg Paving Company in the amount of $56,359 for storm drain installation on Lookingglass Road.

8. Real estate option and order accepting a warranty deed from Toney Stanley for the acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $10,500, plus escrow fees.

9. Real estate option and order accepting a warranty deed from Florence Wilson for the acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $197,520, plus escrow fees.

SHERIFF

1. Lease agreement to provide microwave service to U.S. Customs and Border Protection. This amendment to the existing lease is due to U.S. Customs now under Homeland Security.

MISCELLANEOUS

1. Order reappointing Sandi Smick to the Douglas County Commission on Children and Families. Term to expire June 30, 2008.
