MINUTES of the board meeting of June 15, 2005 to be approved.


1. E-Mile Creek Bridge replacement on Little River Road.


1. Final hearing for determining whether the Sutherlin Water Control District Directors should be reduced from nine to five members, and if so, when to take the request to a vote. Chief petitioner is Ray Cox.

2. Supplemental budget adjustments affecting general fund, public safety fund, capital projects fund and employee benefit trust fund for fiscal year 2004-05.


1. Juvenile Crime Prevention and Diversion Services Intergovernmental Agreement with Douglas County, in the amount of $546,031, for the 2005-2006 biennium.


1. Leases with the following for Douglas County’s senior citizens recreation and dining sites:

Yoncalla Parks and Recreation District, $285 per month
Sutherlin Seniors, Inc., $574 per month
Special People’s Depot of Glendale, $506 per month
City of Riddle, $738 per month
City of Reedsport, $275 per month
Glide Community Club, $510 per month

2. Report by Robert Furlow, Peggy Kennerly, and David Raphael on transportation consultation project.


1. Extension of contract with Evergreen Family Medicine dba OccuHealth to perform employment related physicals. This will extend contract to July 1, 2006.


1. Agreement with Oregon Department of Education for reimbursement to the Douglas County Juvenile Department for the cost of meals served to youth who are lodged in the Juvenile Detention Facility. Estimated revenue is $28,000 for this fiscal year.

2. Intergovernmental agreement with Oregon Youth Authority for transport and “flex funds” support for expenses related to transporting OYA committed youth, and to keep Douglas County youth offenders out of OYA custody. Total amount for fiscal year is $7,500.


1. Lease with Canyonville LLC for office space for the Canyonville Justice Court. Rent is $934 per month.

2. Real estate option and order to accept deed from Anthony L. Hill, as trustee of both the Frank Brundige Family Trust and the Mildred A. Brundige Trust, for the acquisition of right of way to be used for culvert replacement on Woodruff Road. Consideration is $425.

3. Real estate option and order to accept deed from Gary and Meri Johnson for the acquisition of right of way to be used for culvert replacement on Becker Road. Consideration is $575.


1. Order accepting irrevocable offer to dedicate property with waiver of objection to assessment. Property owner is C. Doree Baughman.


1. Amendment to contract with Oregon Department of Corrections for housing of state prisoners in the Douglas County jail. This will increase the per diem rate for detention services from $60 to $61.80 per day.
