MINUTES of the board meeting of May 26, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

DINT

1. Contract with Brim Aviation, Inc. for helicopter charter services to provide law enforcement personnel for aerial reconnaissance of illegal drug activities. Contract amount is $650 per flight hour.

FAIRGROUNDS

1. Contract with LRS Architects, Inc. for architectural and related consultant services for Fairgrounds Complex.

JUVENILE

1. Agreement to reimburse Douglas County Juvenile Department for the cost of meals served to youth who are lodged in the Juvenile Detention Facility. Program is offered by the State of Oregon, Department of Education, and is funded by the Federal Government, Office of Student Services, Child Nutrition Programs.

2. Amendment to extend intergovernmental agreement with the State of Oregon Department of Transportation to fund a juvenile litter crew to clean freeways in Douglas County by youth offenders working off their court ordered community services. ODOT will pay Douglas County up to $50,000 under this agreement.

LAND

1. Real estate option and order to accept deed from Clifton and Allyce Alexander for the acquisition of right of way to be used for culvert replacement on Cleveland Loop Drive. Consideration is $1,350.

2. Timber sale contract with Swanson Group, Inc. for Douglas County’s North Winchester Creek timber sale. Approximate volume is 1.02 million board feet.

3. Timber sale contract with D.R. Johnson Lumber Co. for Douglas County’s South Winchester Creek timber sale. Approximate volume is 1.07 million board feet.

4. Timber sale contract with Whee-Pay Logging Corp. for Douglas County’s Milltown Hill timber sale. Approximate volume is 163,000 board feet.

PLANNING

1. Order and notice setting hearing date for July 7, 2004 for annexation to the Green Sanitary District. Chief petitioner is Randy Turner.

PUBLIC WORKS

1. Real estate option and order accepting a warranty deed from Perri Judd, Trustee to Knapp Family Trust, for the acquisition of right of way to be used for widening and realignment of South Calapooia Street. Consideration is $2,750.

2. Real estate option and order accepting a warranty deed from John and Janice Lusby for the acquisition of right of way to be used for widening and realignment of South Calapooia Street. Consideration is $2,555.

SHERIFF

1. Extension of agreement with MedCom Ambulance Authority for the county to provide communications services. Amount paid to county is $51,238.01.

2. Intergovernmental agreement with the city of Canyonville for the county to provide law enforcement services. The city will pay $131,976.82 for fiscal year 2004-2005, and the following year, plus CPI percentage.

3. Collection agreement with the U.S. Forest Service for installation of a power line to the Tiller ERCS communications tower site over Forest Service property. This sets forth the agreement of the county to fund the NEPA analysis, which is necessary in order for the Forest Service to approve the power line. Agreement amount is $29,000.

4. Purchase of FM 2-way radio systems for Public Works, Parks, Corrections, and Health and Social Services. This purchase is necessary to obtain the needed frequencies for the new communications system. This is a “piggyback” purchase from Pierce County Washington Bid No. 6977, exempt per LCRB 3.26.

MISCELLANEOUS

1. Order reappointing William Arsenault and Joann Sanstede to the Douglas County Woodlands Advisory Committee. Terms to expire July 1, 2008.

2. Order reappointing Tim Kosderka to the Douglas County Woodlands Advisory Committee. Term to expire July 1, 2006.

3. Order reappointing Ron Culbertson and Rick Barnes to the Douglas County Woodlands Advisory Committee. Terms to expire July 1, 2007.

4. Order appointing Rex Fuller to the Douglas County Weed Advisory Board. Term to expire December 31, 2005.

5. Order reappointing Ed Wood and Jim Brown to the Douglas County Traffic Safety Commission. Terms to expire June 30, 2007.
