MINUTES of the board meeting of June 11, 2003, to be approved.
HEARINGS
1. Petition to annex property and order incorporating territory to the Oakhill Sanitary District. Chief petitioner is Sherril Wells.
2. Public hearing to discuss the 2003-2004 Budget as approved by the budget committee on May 19, 2003.
ADULT PAROLE AND PROBATION
1. Intergovernmental agreement for county corrections grant from the State Department of Corrections for 2003-2005 biennium. Provides for community corrections funding, adult parole & probation and the county jail.
BUILDING FACILITIES
1. Contract with Weatherguard, Inc. for courthouse re-roofing project. Contract amount is $190,952.
COMMISSION ON CHILDREN AND FAMILIES
1. Second amendment to a contract with Mercy Medical Center for the Welcome Baby Program. This amends the contract termination date to June 30, 2003.
2. Healthy Start Medical Administrative Activities intergovernmental agreement between the State Commission on Children and Families and Douglas County. This agreement amends the Medicaid earnings cap for the 2001-03 biennium to $245,000.
FLEET SERVICES
1. Intergovernmental agreement to allow Oregon Department of Transportation to obtain maintenance services and equipment repair from Douglas County Fleet Services.
INFORMATION TECHNOLOGY
1. Software support agreement with Tiburon, Inc. for computer aided dispatch and sheriff records management. Amount is $33,070 and is included in the Sheriff Department’s annual budget.
LIBRARY
1. Policy changes in conjunction with the migration to the new SIRSI computer system. Changes include fine/fee structure and update of the library’s administrative rules.
PARKS
1. Lease to Winchester Bay Fire Protection District to allow placement of a 24 X 24 foot AVT storage building on currently undeveloped park ground known as Half Moon Bay. The storage building placed at this location will allow fire district personnel quick emergency access to the dunes.
PLANNING
1. Order accepting warranty deed from Littlebrook LLC for a 10 foot wide strip of land along the west boundary of a mobile home park for Phase 2 of Little Valley Road. This will facilitate the improvement of Little Valley Road to its designated minor collector standard.
PUBLIC WORKS
1. Preliminary order approving vacation of property without a hearing of a portion of Old North Umpqua Highway lying south of the relocated North Umpqua Highway. Petitioners are George and Nancy Acosta, Charles Dick Moeller, Steelhead Run LLC and Oregon Department of Transportation.
2. Sales agreement with TMT-Pathway for the purchase of road striping paint in the following amounts:
White waterborne traffic line paint - $3.81 per gallon
Yellow waterborne traffic line paint - $3.95 per gallon
White cross-linking acrylic traffic line paint - $5.50 per gallon
Yellow cross-linking acrylic traffic line paint - $5.50 per gallon
3. Agreement with Waste Recovery West in the amount of $800 per trailer load or $0.08 per pound for removal of waste tires from the Douglas County Landfill.
SHERIFF
1. Annual State Marine Board contract for Sheriff’s patrol of Douglas County waterways, investigation of boating accidents, and enforcement and investigation of boating law violations.
MISCELLANEOUS
1. Order reappointing Bill Leming to the Douglas County Compensation Board. Term to expire June 30, 2006.
2. Order reappointing Bill Leming to the Douglas County Budget Committee. Terms to expire June 30, 2006.
3. Orders reappointing the following Planning Advisory Committee members:
Pansy Boyer; Calapooya PAC, term to expire August 23, 2006
Mary Anne Norris; Roseburg-Green PAC, term to expire August 30, 2006
John Tarvin; Roseburg-Green PAC, term to expire August 30, 2006
