MINUTES of the board meeting of June 9, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

HEARINGS

1. Public hearing and order approving rate modifications for solid waste collection service provided by Horning Bros. Sanitary Service.

2. Public hearing to discuss the 2004-05 budget as approved by the Budget Committee on May 24, 2004.

COMMISSION ON CHILDREN AND FAMILIES

1. Renewal of contract with Umpqua Community Action Network to administer the Douglas County Community Safety Net program. Contract amount is $20,305 for the period of July 1, 2004 through June 30, 2005.

2. Renewal of contract with Arc of Douglas County. Contract amount is $3,600 for fiscal year 2004-05.

3. Renewal of contract with Mercy Medical Center to administer the Welcome Baby program. Contract amount is $19,374 for the fiscal year of 2004-05.

LAND

1. Lease with Warren and Margaret DeLaVergne for office space for the Drain Justice Court. Rent is $350 per month for the period of July 1, 2004 through June 30, 2005 and then will increase to $400 per month through June 30, 2009.

2. Letter renewing the memorandum of understanding between the County and the Oregon State Department of Forestry relative to the county’s Woodlands Assistance Forester for a period of one year beginning July 1, 2004.

3. Road use permit with Pacific West Timber Company LLC allowing for their use of a county road system in the Noel Ridge Road area near Reedsport. Expiration date is November 30, 2004.

PARK

1. Amendment No. 1 to Oregon State Marine Board Facility Grant to USDA Forest Service, Umpqua National Forest to construct boat launching facilities at Diamond Lake South Shore Day Use Recreation Site. This amendment expands the scope of the facility improvements to include replacement of boat launch facilities at Thielsen View and the North Shore boat ramps. Douglas County is the “sponsor” to pass through the state grant funds.

2. Extension for agreement with L. Dean Warner, d/b/a Lighthouse Gallery Concessionaire to October 30, 2004
3. Intergovernmental agreement with Winchester Bay Rural Fire Protection District to provide fire protection services to all buildings, docks, and parks near Winchester Bay, which are administered by Douglas County Park Department. Annual payment is $2,142 for the period of July 1, 2004 through June 20, 2009.

4. Short term lease agreement for western portion of Umpqua Lighthouse State Park with Oregon Parks and Recreation Department to allow immediate construction of the off-highway vehicle (OHV/ATV) staging area. Staging area is consistent with the joint county/state park master plan for the lighthouse vicinity. The county and state understand the intent is subsequent fee title conveyance of the subject parcel to the county. Target date for the title transfer to Douglas County is August 2004.

PLANNING

1. Order and notice setting hearing date for annexation of property to the Douglas County Rural Fire Protection District No. 2. Chief petitioner is Linda Belding-Sheridan.

2. Order and notice setting hearing date for annexation of property to the Roseburg Urban Sanitary Association. Chief petitioner is Duane Brown.

SHERIFF

1. Intergovernmental agreement with City of Oakland for housing of prisoners in the county correction facility. City will pay county $50 per prisoner per day.

2. Agreement with Oakland Police Department for Douglas County to provide communication services. Agreement amount is $8,500 annually.

3. Corrected order for purchase of FM 2-way radio systems for communications projects. Original order signed on June 2, 2004 noted the piggyback purchase, exempt per LCRB 3.26, was from the Pierce County Washington bid and should have stated the City of McMinnville contract.

MISCELLANEOUS

1. Order correcting legal description for annexation to the Myrtle Creek Rural Fire District. Property owner is John Hope.
