MINUTES of the board meeting of June 4, 2003, to be approved.

BID OPENING

1. Request for proposal No. 826 for boiler and pump equipment.

BUILDING FACILITIES

1. Contract with North Umpqua Plumbing for water piping replacement project in the justice building. Contract amount is $76,400.

COMMISSION ON CHILDREN AND FAMILIES

1. Amendment No. 2 to intergovernmental agreement with the State Department of Human Services – Children, Adult & Families for the Community Safety Net program. Amendment adds $5,330.96 and extends the agreement until September 30, 2003.

2. Second modification to contract for Options Counseling Services of Oregon. This modification changes their total funding to $198,218 for fiscal year 2002-03.

3. Fifth amendment to the Oregon Juvenile Crime Prevention and County Diversion Intergovernmental State Grant Agreement with the Office of the Governor, Oregon Youth Authority, Criminal Justice Commission and Douglas County for the Juvenile Crime Prevention Plan.

HUMAN RESOURCES

1. Pacific Source endorsement regarding occupational coverage for self-employed spouses of employees.

LAND

1. Real estate option and order accepting warranty deed from Ruth C. Cramer, Trustee under the Ruth C. Cramer Living Trust and John B. and Nellie Rose Richards, Trustees of the Nellie Rose Richards Revokable Trust, for the acquisition of right of way to be used for the widening of Melrose-Flournoy Valley Road. Consideration is $1,900, plus escrow fees.

2. Road use permit with Moore Mill & Lumber Company for use of a forest access road on county property located south of Reedsport.

PARKS

1. Second extension of concession agreement for the Lighthouse Gallery with Dean Warner for a gift shop in the basement of the Lighthouse/Coast Guard Museum. Agreement will generate $9,000 in revenues to be used exclusively for maintenance and operation of the Visitor Center and adjacent equipment building.

2. Easement with Pacific Power to power aeration system pumps to improve water quality/fish habitat at Herbert’s Pond.

3. Easements with Pacific Power to supply power to the Master Gardeners Discovery Gardens storage building and pavilion at River Forks Park. OSU Extension is paying for the new service at Discovery Gardens.

PUBLIC WORKS

1. Contract with Roseburg Paving Company for overlay of North Bank Road, milepost 0.0 to 0.3. Contract amount is $65,589.72.

2. Cooperative improvement agreement with Oregon Department of Transportation for realignment of Fort McKay Road at the intersection of Fort McKay and 138 W. and widening of 138 W. to accommodate a left turn refuge. Total project cost is estimated at $400,000. State funding amount is $325,000.

MISCELLANEOUS

1. Order reappointing Ruth Ritchie and Ron Sturtz to the Douglas County Museum Advisory Board. Terms to expire June 30, 2006.

2. Order reappointing Frank Jacinto, Verna Ward, and Gerald Portnell to the Douglas County Traffic Safety Commission. Terms to expire June 30, 2006.

3. Order appointing Liz Risseeuw to the Housing Authority of Douglas County. Term to expire April 14, 2004.

4. Order reappointing Commissioner Joyce Morgan to the Hospital Facility Authority of Douglas County. Term to expire June 30, 2006.

5. Order reappointing Jim Steingrobe and Allen Smith to the Douglas County Food Service Advisory Committee. Terms to expire July 31, 2004.

6. Order reappointing Reece Haynes, Lenore Paulsen, and Helen Politte to the Douglas County Food Service Advisory Committee. Terms to expire July 31, 2005.
