MINUTES of the board meeting of April 30, 2003, to be approved.
BID OPENING
1. Bid No. 823 for steel bridge decking for Hinkle Creek Bridge.
HEARINGS
1. Petition for formation of the Joelson Special Road District for the purpose of public maintenance of Joelson Road.
COMMISSION ON CHILDREN AND FAMILIES
1. Modification of contract with the Family Development Center (Parent Relief Nursery). This modification changes funding amount for fiscal year 2002-2003 to $172,228.
HEALTH AND SOCIAL SERVICES
1. Rental agreement for 14 copy machines for 48 months with maintenance provided at a cost per copy basis. This purchase is being made through the Oregon Cooperative Purchasing Program Price Agreement #2072.
2. Agreement between ADAPT and Douglas County for 700 hours of service of a mental health specialist. ADAPT received a state grant under the Residential Substance Abuse Treatment for State Prisoners Grant Program. Agreement amount is $25,340.
3. Agreement to provide matching funds for ADAPT grant in the amount of $49,147 for substance abuse treatment.
INFORMATION TECHNOLOGY
1 Purchase of 115 computers to replace computers currently in use that do not have enough power to support upgrades needed to provide virus protection of the network. Purchase made from Dell Computers through the Oregon Cooperative Purchasing Program Price Agreement #0049. Total price $79,005.
LAND
1. Forest Land Management Agreement and Mortgage with Clay Baumgartner and Karen Roberson for a loan from the county’s Woodlands Assistance Program for the reforestation of 62 acres northeast of Oakland. Loan amount is $27,800.
PARK
1. Grant application to replace the boarding floats and guide rails for boat launch at Galesville Reservoir.
PUBLIC WORKS
1. Real estate options and orders accepting warranty deeds for the acquisition of right of way to be used for the widening and realignment of North Stephens County Road No. 388 from the following:
· Keller Lumber Company, $600
· Michael and Lori Keller, $1,600
· Dan and John Keller, $5,000
2. Real estate option and order accepting permanent slope and utility easement from Myrtle Creek Body Shop for the acquisition of a permanent slope and utility easement for the widening and realignment of Old Pacific Highway.
3. Real estate options and orders accepting warranty deeds for the acquisition of right of way to be used for the widening and realignment of Old Pacific Highway from the following:
· Charles E. and Patricia A. Ireland, $1,800
· Paul C. Benn II, $2,400
· Ireland Land LLC, $3,500
· Thomas H. Ireland, $7,100 (plus escrow fees)
· Paul C. Benn and Charles P. Shirtcliff, $7,700
· SE Acquisition of Myrtle Creek, $9,000
4. Resolution initiating proceedings for vacation of property of a portion of Ireland Road.
MISCELLANEOUS
1. Order reappointing Frank Finnell to the Terrace Drive and Upper Terrace Lane Special Road District Board of Directors. Term to expire December 31, 2005.
2. Order reappointing Ron Hicks to the Roaring Camp Special Road District Board of Directors. Term to expire December 31, 2005.
3. Order reappointing Dennis DesBiens to the Sunshine Acres Special Road District Board of Directors. Term to expire December 31, 2005.
