MINUTES of the board meeting of April 28, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

PROCLAMATION declaring the month of May as “Older Americans Month” in Douglas County.

PROCLAMATION declaring May 6–12, 2004 as “National Nurses Week” in Douglas County.

BID OPENING

1. Reconstruction of Old Pacific Highway, Milepost 3.5 to 4.2.

2. Procurement of alpha numeric digital pagers.

COMMISSION ON CHILDREN AND FAMILIES

1. Amendment No. 2 to the Oregon Commission on Children and Families 2003-2005 intergovernmental agreement. This reduces funding for Douglas County’s Relief Nursery by $46,875 and the Healthy Start program by $18,370. These reductions will be reflected in fiscal year 2004-05 contract allocations.

LAND

1. Real estate option and order to accept deed from Dominic Gospodor for the acquisition of right of way to be used for the realignment of an intersection on Fort McKay, County Road No. 9. Consideration is $2,000.

2. Forest land management agreement and mortgage between the county and Brushy Butte LLC for a reforestation loan from the Woodlands Assistance Program. Maximum amount of loan is $8,450.

PUBLIC WORKS

1. Order accepting easement from Ernest and Patricia Swinn for connection to the Glide-Idleyld Park sewer system.

2. Order accepting easement from Duane and Sandy DeFrees for connection to the Glide-Idleyld Park sewer system.

3. Real estate option and order accepting a warranty deed from Curtis and Debra Mendenhall for the acquisition of right of way to be used for the widening and realignment of South Calapooia Street, County Road No. 388. Consideration is $13,080, plus escrow fees.

SHERIFF

1. Intergovernmental agreement between the City of Roseburg Police Department and Douglas County Sheriff’s Office to house inmates. The City will reimburse county $50 per day for each prisoner accepted and housed.

MISCELLANEOUS

1. Order reappointing members to the Smith River Watershed Council. Terms to expire March 1, 2005.

2. Order appointing Flo Snyder to the CCD Business Development Board of Directors. Term to expire May 31, 2005.

3. Order reappointing members to the CCD Business Development Board of Directors. Terms to expire May 31, 2005.

4. Order appointing Victoria Abrahamson to the Spring Brook Special Road District Board of Directors. Term to expire December 31, 2004.
