MINUTES of the board meeting of May 21, 2003, to be approved.
BID OPENINGS
1. Bid No. 824 for water piping replacement project for the justice building.
2. Bid No. 825 for re-roofing project for the courthouse.
3. Overlay of North Bank Road No. 200, milepost 0.0 to 0.3.
4. Procurement of acrylic waterborne road striping paint.
HEARINGS
1. Application for a 2003 Community Development Block Grant in the amount of $70,000 for startup funding for a housing center to serve the needs of low to moderate-income families in Douglas County.
2. Ordinance No. 2003-5-1 adopting amendments to the Douglas County Comprehensive Plan Map and Zoning Map and approving an exception to Goals 3 and 4 on request from Michael and Sharon Gallagher.
3. Rate modification of Glide Disposal, Inc. for solid waste collection.
ADULT PAROLE AND PROBATION
1. Agreement with Oregon Housing and Community Services and UCAN through Douglas County Corrections for transitional housing project.
ASSESSMENT AND TAXATION
1. Orders refunding taxes to the following:

COMMISSION ON CHILDREN AND FAMILIES
1. Contract modification for the Sutherlin School District on behalf of the Sutherlin Community Resource Center for fiscal year 2002-2003. This modification changes their funding to $15,956.
PARKS
1. Grant agreement with Oregon Parks and Recreation Department for reconstruction and rehabilitation of Amacher Park Campground. Grant amount is $50,000.
2. Amendment to agreement for a Marine Board Facility Grant. This modifies the amount of the agreement due to increased costs associated with completion of the project. Amendment allows state funds to be passed through the county to reimburse the Forest Service for boat launching ramp improvement in the C & M campground loops at Diamond Lake.
PLANNING
1. Order affirming findings and fact and decision of the Planning Commission for an amendment to the Douglas County Comprehensive Plan Map from High Density Residential to Commercial, with a zone change from Multiple Family Residential to General Commercial for Jeff and Susan McKenna.
2. Order affirming the findings of fact and decision of the Planning Commission for an amendment to the Douglas County Comprehensive Plan Map from High Density Residential to Tourist Commercial with a zone change from Multiple Family Residential to Tourist Commercial for Paul C. Benn II and Charles P. Shirtcliff.
3. Order affirming the findings of fact and decision of the Planning Commission for an amendment to the Douglas County Comprehensive Plan Map from Residential Committee – 2 acre to Residential – 2 dwelling units per acre with a zone change from Rural Residential to Suburban Residential for Buck Rock Properties.
4. Order affirming the findings of fact and decision of the Planning Commission for an amendment to the Douglas County Comprehensive Plan Map from RSH (2 dwelling units per acre) to RLD (up to 3 dwelling units per acre) for John and Mary Brown.
PUBLIC WORKS
1. Contract with Roseburg Paving Company, in the amount of $2,112,323.10, for reconstruction of North Stephens Street construction and Non-profit Campus Road.
2. Purchase agreement with Interlocking Deck Systems, in the amount of $62,505, for procurement of steel grid bridge decking for Hinkle Creek Bridge.
3. Farm lease to Friebal Cattle Co. Lease requires irrigation of 70 acres of designated fields and establishes the use of approximately 416 acres for farming purposes.
4. Salmon Harbor Improvement Program application, in the amount of $25,000, for replacement of two culverts on Jack Creek with bridges. The total project cost is $117,456.
5. Order setting hearing date of July 9, 2003 for vacation of a portion of Ireland County Road No. 140.
MISCELLANEOUS
1. Order setting hearing date of July 2, 2003 and notice of public hearing for annexation of property to the Winston-Dillard Water District. Chief petitioner is Craig Warren.
2. Oregon Parks and Recreation Department presentation of a master plan for Umpqua Lighthouse State Park. This planning process is a coordinated effort with the Army Corps of Engineers, Bureau of Land Management, US Coast Guard, Oregon Department of Fish & Wildlife, Division of State Lands, and conducted in partnership with Douglas County.
