MINUTES of the board meeting of May 18, 2005 to be approved.

BID OPENINGS

1. Purchase of steel superstructure for “E” Mile Creek Bridge replacement on Little River Road.

2. Sale of recycled material consisting of ground yard waste and ground wood waste from the Douglas County Roseburg Landfill.

HEARING

1. Annexation of property and order incorporating territory to the Glide Rural Fire Protection District. Chief petitioner is Clarenbach.

ASSESSMENT AND TAXATION

1. Orders refunding taxes to United Rentals Northwest, for $28,370.70, The CIT Group, for $6,041.83, and Jeanne and Daniel Hodges, for $836.98.

FAIRGROUNDS

1. Purchase of office equipment from Office World, Inc. Purchase is exempt from competitive bidding per LCRB rule 4.24. Total purchase amount is $32,351.47.

HEALTH AND SOCIAL SERVICES

1. Modification of contract between Staff Care, Inc. and Douglas County to provide Locum Tenens coverage with Dr. Jean Purvis for mental health clients from April 24 through June 23, 2005. Modification increases payments and length of service.

PARK

1. Grant program agreement, in the amount of $178,960, for improvements to the ATV staging area in the dunes along Salmon Harbor Drive. Improvements include paving, installation of a double vault restroom, and construction of a rescue vehicle storage/office building.

PLANNING

1. Order accepting irrevocable offer to dedicate property with a waiver of objection to assessment. Property owner is Manfred Werner.

2. Order and notice setting hearing date of June 22, 2005 for annexation of property to the Riddle Rural Fire Protection District. Chief petitioner is Dawson.

PUBLIC WORKS

1. Orders accepting easements from Jonathon and Gena Justice, and John and Tina Cyphert for connection to the Glide-Idleyld Park sewer system.

2. Contract with Oregon Culvert Company, Inc. in the amount of $168,189.95 for purchase of eleven large diameter culverts.

3. Fifth extension of leachate treatment agreement with Roseburg Urban Sanitary Authority to accept leachate from the Roseburg Landfill.

4. Order accepting completion of contract with Roseburg Paving Company for crushing, hauling and stockpiling mineral aggregate in central/south county areas.

5. Real estate option and order accepting a warranty deed from Melvin and Sandra Watts for the acquisition of right of way to be used for the widening and realignment of Little Valley Road. Consideration is $8,300.

6. Grant approval for culvert replacement at Mildred Kanipe Memorial Park through SHIP funds to be reimbursed by ODFW.

SHERIFF

1. Contract with Telewave, Inc. for transmitter combiner/receiver multicouplers for the emergency communication project. Total purchase is $278,315.44.

2. Contract with Harris Corporation extending the date of completion for training of personnel on the use of emergency communications equipment.

3. Extensions of agreements for communications services for fiscal year 2005/2006 to the following:

City of Oakland - $8,755.00
City of Sutherlin - $56,285.58
City of Winston - $56,043.98
Sutherlin Fire and Ambulance - $18,694.75.

3. Intergovernmental agreement with the City of Sutherlin for Douglas County to house inmates. Cost to city is $50 per day, per inmate.

4. Agreement with Camas Valley School District, in the amount of $10,856.16, for Douglas County to provide school resource deputy to Camas Valley School.

5. Local law enforcement block grant to secure monies for the purchase of TASERS. Douglas County to receive $6,736.

6. Grant program agreement for enforcement of ATV laws and regulations and patrol of recreational areas including Oregon Dunes. Grant amount is $115,179 or 65% of total cost of project paid to county; whichever is less.

7. Homeland security grant, in the amount of $168,484, for purchase of radios.

COMMISSIONERS COMMENTS
