MINUTES of the board meeting of May 14, 2003, to be approved.

PROCLAMATION declaring the week of May 25 – 31, 2003 as Kids Safety Week.

BID OPENINGS

1. Procurement of nylon reinforced plastic sheeting for landfill daily cover.

2. Removal of waste tires from the landfill.

HEARINGS

1. Application for a 2003 Community Development Block Grant in the amount of $500,000 for a housing rehabilitation program in Douglas County.

2. Vacation and replat of a portion of Eastern Avenue, a platted, unimproved street contained within Cedar Hill Cemetery. Petitioner is Robert D. Stearns.

COMMISSION ON CHILDREN AND FAMILIES

1. Contract modification for the Family Fun Center (dba Boys & Girls Club of the Umpqua Valley) for fiscal year 2002-2003. This modification changes their funding to $17,456.

2. Modification of the city of Winston’s current contract for fiscal year 2002-2003. This modification changes the city’s funding for the Winston Area Youth and Family Resource Center to $11,581.

LAND

1. Bargain and sale deeds for 13 parcels that were sold at oral auction on May 8, 2003. Eleven were acquired through property tax foreclosure and two are surplus Public Works properties. All have been paid in full.

PUBLIC WORKS

1. Contract with Roseburg Paving Company in the amount of $583,043.80 for overlay of Melrose Road.

2. Order accepting permanent slope and utility easement from Michael and Bonnie Swett. Consideration is $563, plus escrow fees.

3. Real estate option and order accepting warranty deed from Michael and Bonnie Swett for acquisition of right of way to be used for the widening and realignment of Old Pacific Highway. Consideration is $7,086, plus escrow fees.

4. Real estate option and order accepting warranty deed from Sam and Gladys Robinson, trustees, for acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $11,650, plus escrow fees.

5. Real estate option and order accepting warranty deed from Young’s Management Company for acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $16,475, plus escrow fees.

6. Real estate option and order accepting warranty deed from St. Matthews Lutheran Church, Inc., Myrtle Creek, aka St. Matthews Lutheran Church, Tri City for acquisition of right of way to be used for the widening and realignment of Old Pacific Highway. Consideration is $6,950.

7. Real estate option and order accepting warranty deed from Keller Lumber Company for acquisition of right of way to be used for the widening and realignment of North Stephens County Road No. 388. Consideration is $23,400.

8. Real estate option and order accepting warranty deed from Dan and Julia Keller for acquisition of right of way to be used for the widening and realignment of North Stephens County Road No. 388. Consideration is $2,200.

MISCELLANEOUS

1. Order appointing Jon McAmis to the Douglas County Regional Workforce Investment Board. Term to expire December 31, 2003.
