MINUTES of the board meeting of May 11, 2005 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give their name and address for the record.

HEALTH AND SOCIAL SERVICES

1. Oregon Mothers Care Access (OMC) Site Agreement. OMC will provide more expedient and efficient Oregon Health Care processing for pregnant women.

LAND

1. Satisfaction of mortgage regarding a Woodlands Assistance Program loan between the county and Gregory and Keene Fox. The loan has been paid in full.

2. Real estate option and order to accept deed from Maxwell and Carol Duncan for the acquisition of right of way to be used for bridge replacement on Azalea Drive. Consideration is $475.

PARK

1. Agreement with U.S. Fish and Wildlife Service to facilitate oak habitat restoration work on Mildred Kanipe Memorial Park. Work involves replacing invasive tree and plant species, plus small understory conifers on a 55-acre portion of the park adjacent to Bachelor Creek, and will be accomplished by a contract administered by the Douglas Soil and Water Conservation.

PUBLIC WORKS

1. Special use permit with U.S.D.A. for reconstruction of approximately 1,000 feet of county road No. 49 that was destroyed by a February 2004 landslide.

2. Orders accepting easements from Frank VonHecht and Tracy Lyn Cleverdon for connection to the Glide-Idleyld Park sewer system.

3. Lease extension with the Oregon Department of Transportation in the amount of $1,400 per month for space located in the Douglas County Public Works Department complex at 433 Rifle Range Road.

4. Agreement with Umpqua Basin Watershed Council for household hazardous waste project for Myrtle Creek Watershed.

5. Agreement with Heartwood Resources to implement Douglas County’s manufactured home deconstruction project.

6. Modification and extension of contract with Shannon and Wilson, Inc. for environmental monitoring, water quality sampling and analysis for Roseburg and Reedsport landfills.

7. Order awarding contract to Farwest Steel Corporation and authorizing purchase of structural steel for strengthening Glenbrook Bridge.

8. Order authorizing maintenance of Strauss Avenue and Augusta Court into the county road system.

9. Order accepting Umpqua View Drive, Callahan Drive, and Salmon Street into the county road system.

SHERIFF

1. Intergovernmental agreement with the City of Winston and the City of Oakland for Douglas County to house inmates. Cost to cities is $50 per day, per inmate.

2. Order awarding contract to Telewave, Inc. for Transmitter Combiner/Receiver Multicouplers for the emergency communication project. Total purchase is $278,315.44.

MISCELLANEOUS

1. Order reappointing Christian Spens to the Douglas County Housing Authority. Term to expire April 14, 2010.

2. Order reappointing Paul Santos to the Douglas County Farm Board of Review. Term to expire June 30, 2007.

3. Order reappointing Donald Kidd to the Glide-Idleyld Sewerage System Panel. Term to expire May 16, 2009.
