MINUTES of the board meeting of May 4, 2005 to be approved.

BID OPENINGS

1. Request for proposals for procurement of Transmitter Combiner/Receiver Multicoupler system for the emergency radio communications system.

2. Purchase of eleven large diameter culverts for Public Works.

HEARINGS

1. Hearings to annex 10 separate properties into the Douglas County Fire Protection District No. 2. Chief petitioners are: Bettis, Clarke, Freadman, Helgason, Jaworski, Larecy, Lewis, Raymond, L. Short, and R. Short.

2. First hearing to annex property into the Green Sanitary District. Chief petitioner is Atterbury. Second hearing will be held on June 15, 2005.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give their name and address for the record.

PROCLAMATION declaring the week of May 16–22, 2005 as “Emergency Medical Services Week” in Douglas County.

PROCLAMATION declaring the week of May 8–14, 2005 as “Home Education Week” in Douglas County.

JUVENILE

1. Intergovernmental agreement with the State of Oregon Department of Transportation for a juvenile litter crew to clean freeways in Douglas County by youth offenders working off their court ordered community service. ODOT will pay Douglas County $50,000.

LAND

1. Satisfaction of mortgage regarding a Woodlands Assistance Program loan between the county and Gregory and Keene Fox. The loan has been paid in full.

2. Well system use permit allowing W. Kelly Forney and Dee L. Forney to use an existing well on county property near Glide. There is no consideration.

PUBLIC WORKS

1. Order designating benefited properties for SE Booth Avenue subject to assessments for improvement.

2. Contract with Roseburg Paving Company in the amount of $1,518,933.25 for South Calapooia Street reconstruction from milepost 4.90 to 5.53.


3. Extension of sales agreement with TMT-Pathway for the purchase of road striping paint in the following amounts:

Waterborne traffic paint – white, $4.69 gal.
Waterborne traffic paint – yellow, $4.77 gal.
Cross linking acrylic traffic paint – white and yellow, $6.50 gal.

4. Real estate option and order accepting a warranty deed from Rodney Atterbury for the acquisition of right of way to be used for the widening and realignment of Little Valley Road. Consideration is $2,420.

5. Real estate option and order accepting a warranty deed from Edward and Jeanena Spakousky for the acquisition of right of way to be used for the widening and realignment of Little Valley Road. Consideration is $10,540.

6. Real estate option and order accepting a warranty deed from James and Karen Pittman for the acquisition of right of way to be used for the widening and realignment of Little Valley Road. Consideration is $13,410.

7. Real estate option and order accepting a warranty deed from Lee and Mary McCarter, Trustees of the Lee C. McCarter Family Trust for the acquisition of right of way to be used for the widening and realignment of Little Valley Road. Consideration is $6,100.

SHERIFF

1. Modification of Homeland Security Exercise Program agreement. This amendment would allow for an additional $18,000 for training exercise purposes.

MISCELLANEOUS

1. Order appointing Judy McClay to the Regional Investment Board. Term to expire June 30, 2007.

2. Order reappointing Richard Hayes and Katie Stapleton to the Regional Investment Board. Terms to expire June 30, 2007.
