MINUTES of the board meeting of April 20, 2005 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

BID OPENING

1. South Calapooia Street reconstruction from milepost 4.90 to 5.53.

PROCLAMATION declaring the month of May as Older Americans Month in Douglas County.

LAND

1. Real estate option and order to accept deed from Shirley Baimbridge for the acquisition of right of way to be used for bridge replacement on Azalea Drive. Consideration is $200.

2. Resolution declaring that the acquisition of right of way for culvert replacement under Buck Creek Road is in the public interest.

PARK

1. Oregon State Marine Board Facility grant application to replace guiderail and boarding floats on the boat ramp at Chief Miwaleta Park. County match is $10,000, which will be taken out of 2005/2006 fiscal year budget.

PLANNING

1. Order and notice setting hearing date of May 25, 2005 for annexation of property to the Glide Rural fire Protection District. Chief petitioner is Clarenbach.

2. Resolution initiating proceedings for vacation of property for lots and roads at the county fairgrounds.

3. Intergovernmental agreement between Douglas County Planning Department and the City of Winston for county to provide professional planning services. City of Winston will pay an annual fee of $30,000 for 0.5 FTE, and $5,000 to commence county services for the period of May through June 30, 2005. Technical support services, valued at approximately $10,000, will be provided by the county for the initial year of the program.

PUBLIC WORKS

1. Extension of amendment to Farm Lease with Friebel Cattle Company for lease of property commonly known as Milltown Hill.

2. Real estate option and order accepting warranty deed from Donald and Rosemary Nicklason for the acquisition of right of way to be used for the widening and realignment of Little Valley Road. Consideration is $13,310, plus escrow fees.

3. Real estate option and order accepting warranty deed from Norman Wilson for the acquisition of right of way to be used for the widening and realignment of North Main Street. Consideration is $250.

4. Order setting hearing on vacation of a portion of a dedicated public road in Plat “B”, Roseburg Home Orchard Tracts. Petitioners are Maitra, Bjornson, and Purcell.

5. Cooperative improvement agreement with Oregon Department of Transportation for traffic control device installation and maintenance.

6. Extension of agreement with Roseburg Refrigerator, in the amount of $39.80 per employee hour, for removal of chlorofluorocarbons from refrigerated units at Roseburg and Reedsport transfer sites.

SHERIFF

1. Contract for county to provide a school resource deputy for the Glide School District. Contract amount is $10,856.16.

2. Agreement with Rex Morningstar for lease of office space in Glendale. Lease amount is $365 per year.

3. Transfer of radio equipment to Douglas County Fire District No. 2.

4. Transfer of radio equipment to Winston-Dillard Fire District.

MISCELLANEOUS

1. Findings of approval for Standley plan amendment.

2. Deliberation of Walker land use appeal.

3. Review and decisions on funding requests of Title III applications by “outside agencies” under P.L. 106-393.
