MINUTES of the board meeting of April 6, 2005 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

PROCLAMATION declaring April 17 - 23, 2005 as NATIONAL VOLUNTEER WEEK in Douglas County.

HEARING

1. Ordinance No. 2005-03-01 adding a new subsection to 12-12-080 of the Douglas County Code relating to alcohol possession at land managed for park purposes near the Umpqua River Lighthouse.

JUVENILE

1. Application in the amount of $14,434 for Juvenile Accountability Incentive Block Grant. These funds are granted by the federal government and passed through the state. This grant has been received for the previous six fiscal years and has paid a portion of the salary for a deputy district attorney to prosecute juvenile delinquency cases.

PARKS

1. Addendum to lease for portions of Umpqua Lighthouse State Park. This addendum extends the lease to June 16, 2006, and establishes ten actions that the county must take to allow the Oregon Parks and Recreation Department Director to authorize transfer of the property to Douglas County.

PLANNING

1. Order and notice setting hearing date of May 11, 2005 for annexation of ten properties to the Douglas County Fire Protection District No. 2. Chief petitioners are Bettis, Clarke, Freadman, Helgason, Jawarski, Larecy, Lewis, Raymond, L. Short and R. Short.

2. Orders reappointing the following Planning Advisory Committee (PAC) members:

Nancy Lee and Ethel Dibala – Coastal PAC
Mabelle MacDonald and Nancy Benzel – Elk Creek PAC
Joseph Alvernaz and Larry Hall – North Umpqua PAC
Carolyn Kellim and Linda Wells – Douglas PAC
Randy Harper – Calapooya PAC
Paul Haddock – Callahan PAC
Anthony Miller – Roseburg-Green PAC

3. Contract with the City of Myrtle Creek for .75 FTE professional planning services. Annual fee is $40,000, plus a payment of $10,000 to commence county services and fund it for the period of April 2005 to June 2005. Technical support services, valued at approximately $10,000, will be provided by the county for the initial year of the program.
4. Delegation of authority report for the first quarter of 2005 by Keith Cubic, Planning Director.

PUBLIC WORKS

1. Order granting vacation of property upon performance or fulfillment of conditions on S.W. Blake Avenue in Meadowbrook Subdivision. Petitioners are Floyd and Carol Poland and LTM, Inc.

2. Collection agreement with USDA Forest Service and Umpqua National Forest, in the amount of $9,104, to construct a new highway bridge on National Forest System lands located in the Tiller Ranger District.

3. Modification of intergovernmental agreement with the City of Winston, in the amount of $150,000, for road widening on Highway 42 at Abraham Drive.

MISCELLANEOUS

1. Order appointing Lori Farmer and Cheryl O’Brien to the Douglas County Mental Health Advisory Committee. Terms to expire January 31, 2007.

2. Order reappointing Hikka Bartlett, Peggy Kennerly, Nancy Cook, and Cindy Shepard to the Douglas County Mental Health Advisory Committee. Terms to expire January 31, 2007.

3. Order appointing Gerald Portnell to the Veterans Advisory Committee. Term to expire October 1, 2005.

4. Order appointing Wesley Behee to the Veterans Advisory Committee. Term to expire April 30, 2007.

CONTINUATION of Standley land use appeal hearing.
