MINUTES of the board meeting of March 17, 2004 to be approved.

CITIZEN PARTICIPATION

BID OPENING

1. Construction of new disposal bay at Oakland transfer site.

HEARING

1. Ordinance amending section 1.08.010 of the Douglas County Code. This ordinance amends the wording regarding penalties for violations of county ordinances.

HEALTH AND SOCIAL SERVICES

1. Approval of the Douglas County 2005–2007 Implementation Plan for Prevention Services, Mental Health Services, Alcohol/Drug Treatment Services and Problem Gambling Services.

LAND

1. Amendment to easement and maintenance agreement with Thomas W. Mossberg. Amendment allows Douglas County to move an easement road at Sparks Quarry. No monetary consideration.

MANAGEMENT AND FINANCE

1. Supplemental budget adjustments to general fund in the amount of $460,553 and public safety fund for $126,294.

PLANNING

1. Orders reappointing Sam Huff and Clay Jordon to the Callahan Planning Advisory Committee, Kris Nace to the Cow Creek Planning Advisory Committee, and William Buswell to the Douglas Planning Advisory Committee. Terms to expire March 24, 2007.

PUBLIC WORKS

1. Order accepting easement from Sam and Gwen Pacini for connection to the Glide-Idleyld Park sewer system.

2. Real estate option and order accepting a warranty deed from Gary and Jacqueline Hall for the acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $4,300, plus escrow fees.

3. Order accepting completion of contract from Roseburg Paving Company for overlay of North Bank Road, milepost 0.0 to 0.3. Contract amount is $66,874.80.

4. Order transferring lands to the Public Works Department.

5. Order accepting completion of contract from Roseburg Paving Company for overlay of Nonpareil Road, milepost 1.3 to 4.4. Contract amount is $643,547.49.

6. Salmon Habitat Improvement Program application proposed by Oregon Department of Fish and Wildlife to fund restoration and activities for Columbian White-tailed deer on 200 acres of oak woodland and fund a stewardship endowment for a conservation easement on the same property for monitoring and legal obligations through time. Application in the amount of $64,962.

SHERIFF

1. First extension of intergovernmental agreement for school resource deputy for Glide School District.

2. Renewal of 2004 financial and operating plan for U.S. Forest Service with Douglas County for patrol of Diamond Lake/Lemola Lake Recreation areas. This modification is for an additional $8,000 more than last year.

3. Modification of lease for 911 tower site with Falcon Cable Systems to correct an erroneous description of the leased area.
