MINUTES of the board meeting of March 10, 2004 to be approved.



1. Crushing, hauling and stockpiling mineral aggregate at various locations.


1. First reading of an ordinance amending section 3.21.040 of the Douglas County Code pertaining to grant agreements for city street or bridge improvements.

2. Annexation of property and order incorporating territory to the Calapooia Rural Fire Protection District. Chief petitioner is William Longhurst.

3. Ordinance No. 2004-03-02. Request from Rice Hill RV Park LLC for amendments to the Douglas County Comprehensive plan map and zoning map, and approving an exception to goals 3 and 4.

4. Ordinance No. 2004-03-03. Request from Bruce and Margie Hall for amendments to the Douglas County Comprehensive Plan map and zoning map, and approving a determination that the property is non-resource land and is not subject to statewide planning goals 3 and 4.


1. Order adopting revisions to Douglas County Personnel Rule 21 regarding acceptable use of county electronic information systems.


1. Order setting hearing date of April 21, 2004 and notice for annexation of property to the Glide Rural fire Protection District. Chief petitioner is Jerrie Anderson.

2. Order affirming the findings of fact and decision of the Planning Commission on request from Dan Webb for an amendment to the Douglas County Comprehensive Plan map from commercial to industrial, and a zone change from rural community to rural community industrial for a 50’ X’ 50’ portion of a 2.00 acre parcel to allow placement of a billboard.


1. Purchase of herbicides from UAP Timberland LLC from Oregon Cooperative purchasing price agreement. Purchase is exempt from LCRB rule 3.25. Total purchase amount is $136,155.

2. Purchase of six large diameter culverts from Pacific Corrugate Pipe. Total purchase amount is $183,546.06.

3. Extension agreement with Roseburg Refrigeration in the amount of $39.80 per employee hour for removal of chlorofluorocarbons from refrigerated units at Roseburg and Reedsport transfer sites.

4. Extension of agreement with Charles Caylor in the amount of $1,595 per month for removal of deer carcasses from county roads.


1. Contract with Pacific Electronics, Inc. for radio control console system for the communications project. Total purchase amount is $208,204.96.


1. Order reappointing Michael Fieldman, Vanessa Becker, Gillian Wesenberg, and Roland Migchielsen to the Douglas County Local Alcohol and Drug Planning Committee. Terms to expire March 14, 2007.

2. Order appointing Doug Feldkamp to the Douglas County Planning Commission. Term to expire February 28, 2008.
