MINUTES of the board meeting of March 3, 2004 to be approved.
CITIZEN PARTICIPATION
BID OPENING
1. Purchase of six large diameter culverts for Public Works.
HEARING
1. Petition to annex property to the Douglas County Livestock District. Petitioners are Norman and Joanne Blair.
DINT
1. Order rejecting Request for Proposals No. 851 for helicopter charter services for marijuana eradication. Additional information needs to be clarified in a future RFP to insure services are up to current FAA requirements and evaluation criteria is clear.
JUVENILE
1. Amendment to agreement with Oregon Department of Transportation providing funding for juvenile work crews. The amendment specifies who will sign the work orders for ODOT and makes some modifications to the work order form that generates the weekly assignments to our juvenile work crew.
2. Agreement with ADAPT to provide matching funds in the amount of $66,667 for Bryne Memorial Grant Award. This agreement establishes a commitment to provide matching funds for family based functional family therapy for Douglas County youth with alcohol and drug problems during fiscal year 2003-04.
MANAGEMENT AND FINANCE
1. Order refunding taxes to the following: Jerry and Marian Jewell, $369.97; City of Myrtle Creek & Myrtle Creek Building Authority $1,764.29; Hillcrest Vineyard, $1126.38; Blue Heron Land Company, LLC, $2,100.52; Karen Clare Thone, $630.97; Leroy and Betty Hanna, $838.08.
PLANNING
1. Order setting hearing date and notice for withdrawal of property from the Milo Rural Fire Protection District. Chief petitioner is Michael Cunningham.
2. Presentation of annual report for 2003 by Keith Cubic, Planning Director.
3. Summary of land use survey sent out in November 2003.
PUBLIC WORKS
1. Order accepting completion of contract with Roseburg Paving Company for crushing and stockpiling mineral aggregates in the central county area. Contract amount is $48,578.90.
MISCELLANEOUS
1. Order appointing Russell Lyon to the Umpqua Basin Watershed Council representing Agriculture and Livestock. Term to expire June 30, 2006.
2. Order appointing Bill Hoyt to the Umpqua Basin Watershed Council representing Agriculture and Livestock. Term to expire June 30, 2005.
