MINUTES of the board meeting of January 28, 2004 to be approved.

BID OPENING

1. Bid No. 841 for one new 12-14 yard dump truck.

2. Bid No. 846 for two new towable emulsified liquid asphalt distributors.

HEARING

1. Ordinance No. 2004-01-03 amending chapter 12.12 of the Douglas County Code in regards to Douglas County Parks Board membership.

ADULT PAROLE AND PROBATION

1. Contract with Addiction Counseling and Education Services Inc. (ACE) to provide drug and alcohol treatment to parole and probation and drug court clients.

FLEET SERVICES

1. Order awarding Bid No. 848 for four new full-size, four door police type vehicles to Power Ford. Contract amount is $86,668.

LAND

1. Resolution to relinquish seven parcels acquired through property tax foreclosure to the City of Sutherlin to be used for a public purpose.

2. Resolution to relinquish a small parcel acquired through property tax foreclosure to the City of Roseburg to be used for a public purpose.

PARK

1. Recreation trails program grant application for restoration of hiking trail along the south shore of Cooper Creek Reservoir. Several volunteer groups and Lone Rock Timber have expressed interests in helping plan for improvements, plus Lone Rock Timber will help fund a portion of the improvements, and are interested in providing interpretive signage along the trail. Total project cost is $32,000. Grant would provide $20,000; Lone Rock will provide $3,000, and the county will provide $3,000 and the remainder of total project cost with in-kind services.

PUBLIC WORKS

1. Lease agreement with U.S. Department of Transportation Federal Highway Administration for approximately two acres of graveled open space for a term of two additional years not to exceed December 31, 2005.

SHERIFF

1. Order awarding RFP to Pacific Electronics, Inc. for radio control console system for communication project. Contract amount is $208,204.96.

2. Contract with BLM for law enforcement services. Contract increases funding amount from $126,000 to $190,000 and extends date from April 30, 2004 to September 30, 2004.

3. Licensing agreement for radio service provided to the FBI by Douglas County Communications. Rental amount is $1,080 per month.

MISCELLANEOUS

1. Order appointing members to the Central Safety Team. Terms will expire January 30, 2005.

2. Franchise agreement with Glendale Ambulance District.

3. Ranking of Special Transportation Discretionary Grants for fiscal years 2003-2004. Two applicants have applied and ODOT has reviewed both and deemed that each is eligible for this process. The Board of Commissioners is required to rank these projects in a priority order.

4. Order setting hearing date of March 10, 2004 on petition by Norman and Joanne Blair to annex their property to the Douglas County Livestock District.
