MINUTES of the board meeting of February 4, 2004 to be approved.

HEARINGS

1. Second reading on Ordinance No. 2004-01-02 amending chapter 2.16 of the Douglas County Code in regards to Douglas County Industrial Development Board.

2. First reading on Ordinance No. 2004-02-01 amending section 2.54.030 of the Douglas County Code in regards to the Douglas County Veterans Advisory Committee.

COMMISSION ON CHILDREN AND FAMILIES

1. Amendment to contract between the State of Oregon Department of Human Services and Douglas County. This amendment adds an additional $1,285.25, for a total amount of $17,275.46 for the period of October 1, 2003 through June 30, 2004 in behalf of the Community Safety Net program.

2. Memorandum of understanding between Marion County, Douglas County, Mid-Willamette Valley Community Action Agency and Healthcare Business Education, Inc. with regards to the Community Data Link. Community Data Link is a database that consists of accountability software for the human service/children and families systems.

HEALTH AND SOCIAL SERVICES

1. Second amendment for IDU (Human Immunodeficiency Virus Prevention Injection Drug User) Outreach Program to provide that the total payments to provider is increased from $31,500 to $33,000.

2. Amendment for temporary staffing for Mental Health to provide that the total payments to provider is increased from $25,000 to $35,000.

LAND

1. Real estate option and order accepting permanent drainage easement from Clifford W. and Alice May Kinney for the construction of a storm drain culvert on Broad Street. Consideration is $1,800.

PLANNING

1. Order setting hearing date of March 17, 2004 and notice of public hearing for annexation of property to the Calapooia Rural Fire Protection District. Chief petitioner is William Longhurst.

2. Order reappointing Corvin Maddox to the Calapooia Planning Advisory Committee. Term to expire February 11, 2007.

PUBLIC WORKS

1. Real estate option and order accepting warranty deed from Carl Seehawer for the acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $3,190.

2. Order accepting easement from Homer and Barbara David for connection to the Glide-Idleyld Park sewer system.

MISCELLANEOUS

1. Order reappointing David Jaques to the Douglas County Planning Commission. Term to expire February 28, 2005.

2. Order appointing Leonard Gondek, Paul Zolezzi, and Richard Kocken to the Douglas County Forest Land Classification Committee. Terms to expire June 23, 2007.

3. Order adopting resolution for the creation of a Local Contract Review Board for the Elkton Rural Fire Protection District.
