MINUTES of the board meeting of December 1, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.


1. Ordinance No. 2004-12-02 adopting amendments to the Douglas County Land Use & Developments Ordinance. Amendments are needed in order to clarify, and/or improve the use and application of various land use review procedures.


1. Order refunding taxes, in the amount of $789.47, to Applied Housing Concepts, LLC.


1. Amendment to contract for fiscal year 2004-2005 with the Umpqua Community Action Network for the Douglas County Warmline. Amendment adds $1,181 to the current contract.


1. Order rejecting all bids for Bid No. 869 for two, new, 1 ton passenger vans. The Oregon State Price Agreement is $805.20 per unit under lowest responsive bidder.


1. Order accepting land patent from the United States of America for land below the Umpqua River Lighthouse.


1. Ordinance No. 2004-12-03 adopting amendments to the Douglas County Comprehensive Plan. The proposed amendments are for clarification, deregulation, or update. The proposed amendments do not include any increased regulation.


1. Order granting vacation of a portion of right of way for Garden Valley Road upon performance or fulfillment of conditions. Petitioners are Roseburg Alliance Church and PacificCorp.

2. Order awarding bid to Bruce Chevrolet through the Oregon State Purchasing Program for two, new, 1 ton passenger vans. Purchase price is $41,912.70.

3. Order awarding Bid No. 874 to Interstate Manufacturing Company for one, new, walking floor refuse transfer trailer. Purchase amount is $54,604.86

4. Order awarding Bid No. 875 to Power Chevrolet for two, new, full size ton, two wheel drive pickups. Purchase amount is $34,022.40.


1. Contract to provide dispatch services for the City of Myrtle Creek for the term of January 1 to June 30, 2005. Contract amount is $28,033.91.


1. Order appointing Brian Connors to the Salmon Habitat Advisory Committee. Term to expire January 30, 2007.

2. Order appointing David Williams to the Salmon Habitat Advisory Committee. Term to expire January 30, 2006.

3. Order appointing Mary McClintock to the Museum Advisory Board. Term to expire June 30, 2006.


1. Real estate option and order accepting a warranty deed from Donald Walker for the acquisition of right of way to be used for the widening and realignment of South Calapooia Street. Consideration is $10,478.

2. Intergovernmental agreement for transfer of public employees from the City of Myrtle Creek to Douglas County.

3. Order reappointing Paul Tamm, Mike Rondeau and Dan Van Slyke to the Regional Investment Board of Douglas County. Terms to expire June 30, 2006.

4. Order appointing Shirley Petterson on the Commission on Children and Families Advisory Board. Term to expire June 30, 2008.
