MINUTES of the Board meeting of November 30, 2005 to be approved.


1. Bid opening #908 for two (2) new HD ¾ ton, two wheel drive standard cab with service body.


1. Hearing on Planning Department Ordinance No. 2005-12-01 adopting amendments to the Douglas County Lane Use and Development Ordinance.

2. Hearing on a Community Development Block Grant from the Oregon Economic and Community Development Department for an upgrade to the Winchester Bay Sanitary District Treatment Facility in Winchester Bay. It is estimated that the project will benefit at least 337 persons, of whom 65.2% will be of low or moderate income. In addition, a separate sanitary system project proposed by the Gardiner Sanitary District will be discussed. The Gardiner project will replace the sewer main and collection system.


1. Order refunding taxes in the amount of $444.53 to Carl A. Anfora, 87 Danita Lane, Roseburg, OR.


1. Award of bid #907 for two (2) new full size half ton four-wheel drive pickups with short wide box and extended cab for the Sheriff’s Animal Control Department to Power Ford, Newport, OR in the amount of $43,780.


1. Order appointing Kimberly Allen, MSW, to be authorized and approved as a Director’s Designee, as of December 7, 2005, for the purpose of providing pre-commitment investigations and crisis intervention at Mercy Medical Center’s Emergency Department and initiation of Peace Officer Custody (Director’s holds) preliminary to pre-commitment investigations. Ms. Allen has successfully passed the examination to be certified as a Mental Health Investigator.


1. Order, Planning Department File No. 05-142, W. M. and Jeanette Cline, approval and signing of Findings of Fact and Ordinance 2005-11-03, granting request for comp plan map amendment, zone change, and exception. Board deliberated to affirm the Planning Commission approval at their November 30, 2005, meeting.

2. Order setting a hearing date and notice of a public hearing for annexation of property to the Oakland Rural Fire District (Chief Petitioner: Flashing). This petition has qualified under ORS 198.857, having the signatures of 100% of the property owners of the single parcel of land proposed to be annexed.


1. Contract with OTAK, Inc. in the amount of $163,600 (estimated) for Deadman Creek Bridge Construction Engineering Services, Douglas County, OR.

2. Contract with OTAK, Inc. in the amount of $38,560 for Engineering Services for the Weaver Road Extension.
