1. PLEDGE OF ALLEGIANCE

4. HUMAN RESOURCES Amendment of Douglas County Personnel Rules (Michael Kurtz)
In order to comply with a new law (HB 4067) the Human Resources Department is recommending that the Douglas County Personnel Rules be amended to add language that establishes and implements a policy regarding whistleblowing. The law requires that all public employers have a whistleblowing policy and that this policy be disseminated to each employee. The recommended policy would inform County employees of their rights under the law and codifies the process for making good faith whistleblowing reports.

5. HUMAN RESOURCES Order Appointing Central Safety & Health Committee Members (Michael Kurtz)
The Board of Commissioners adopted an Order on January 30, 1991 establishing the Central Safety & Health Committee to comply with OAR 437-001-0765. The Central Safety & Health Committee purpose is to promote safety and health, direct county-wide safety programs, and recommend changes that promote safe working conditions.

6. PARKS Contract Signing for Winchester Bay Crabbing Dock Rehabilitation Project (Rocky Houston)
Contract signing for Winchester Bay Crabbing Dock Rehabilitation Project with OBEC Consulting Engineers as the successful bidder.

7. PUBLIC WORKS/ENGINEERING Order Setting Hearing Date (Cody Smith)
Order setting hearing date of February 1, 2017 for interested parties to make testimony for or against the transfer of jurisdiction for a portion of NW Edenbower road from Douglas County to the City of Roseburg.

8. PUBLIC WORKS/ENGINEERING Preliminary Order of Vacation (Cody Smith)
Preliminary Order approving vacation of property subject to conditions. Petitioner Gary O. Denny has requested the vacation of two properties containing Twin Oaks Lane acquired by Douglas County through tax foreclosure as recorded in Instrument Numbers 2009-3567 and 2009-3568. A public hearing was held on December 12, 2016.

9. REEDSPORT JUSTICE COURT Pro Tem Order for Reedsport Justice of the Peace (Paul Meyer)
Order appointing Russell Trump (Drain JP) and Candace Hissong (Glendale JP) as Justice of the Peace Pro Tempore for Stephen H. Hiller (Reedsport JP) to serve in his temporary absence or other incapacity from January 1, 2017 through December 31, 2017.

10. VETERANS SERVICES Recommended Selection of Veteran Advisory Committee Members (Pat Plourd)
Two new nominations for two vacant positions that became available due to the death of two members serving on the Veteran Advisory Committee. The new applicants are Cindy Houston and Tammy Hagedorn. These two positions will serve out the existing terms and will expire on December 31, 2017. Also, a recommendation to reappoint the following members whose postions are expiring on December 31, 2016 are as follows: Carol Hunt, Roger Arnold, Jerry Anderson, Larence Hill and Richard Sciapiti.

11. RESOLUTION IN THE MATTER OF A ROAD TO BE BUILT BY BACK NINE DEVELOPMENT, LLC Developer intends to construct an access road within the Roseburg Urban Growth Boundary then dedicate it to Douglas County (Commissioner Boice)
Back Nine Development, LLC owns property north-west of the intersection of Del Rio Road and Interstate 5, consisting of map ID numbers 26062400500, 26062400300, and 260613DD00800, which is all within the Roseburg Urban Growth Boundary. Developer intends to construct a new road on the property and thereafter to dedicate it to Douglas County

The next regularly scheduled Board meeting will be held January 4, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.
