PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of December 16, 2015

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. ASSESSOR – Tax Correction Refund Over $5,000.00 (Roger Hartman)
Stewart Parkway Medical Group filed application for exemption after roll closed. Our Commercial appraiser transferred leased property to another account, which is now tax exempt. Real Market Value and Assessed values for this account have been reduced.

2. ASSESSOR – Tax Correction Refund Over $5,000.00 (Roger Hartman)
Mercy Medical Center, Inc./CHA applied for exemption, after receiving correct paperwork and late filing fee, approval was given.

3. ASSESSOR – Tax Correction Refund Over $5,000.00 (Roger Hartman)
Mercy Medical Center, new lease submitted after roll closed, with late filing penalty.

4. JUSTICE COURTS – Appointment of Pro Tempore (Paul Meyer)
Order appointing Justice of the Peace Steve Miller (Reedsport) and Candace Hissong (Glendale) as Justice of the Peace Pro Tempore in the matter of a temporary absence or other incapacity of Drain District Justice of the Peace, Russell G. Trump for the 2016 calendar year.

5. LAW LIBRARY – Contract Modification (Paul Meyer)
Current Contract for patron access to West’s legal research database expires May 2016. The proposed contract contains a reduction in services to lower expenses. As in the prior contract, this 24 month contract has an annual 3% increase. Current rates are available until December 31, 2015.

6. LIBRARY – Appointment to Library Board (Harold Hayes)
A vacancy exists on the Douglas County Library Board due to the resignation of Terry Webber. The position was advertised with Douglas County media and two applications were received. The Board recommends the appointment of Adam Jones to fulfill the term that will end June 30, 2018

7. PARKS DEPARTMENT – Lease Renewal (Gary Groth)
Annual renewal of the grazing lease at Mildred Kanipe Memorial Park with Robert Banducci. The lease generates $10,200.00 revenue each year.

8. PLANNING – Contract (Keith Cubic)
Planning has decided to lease a Pitney Bowes machine for the mailroom. The cost is $667.74/month for 60 months (Approximately $40,000) all maintenance, service, software, training, and supplies (except postage, ink, and packaging) is included in the flat rate.

9. PUBLIC HEALTH – Contract Amendment (Commissioner Freeman)
Contract amendment for Lower Umpqua Hospital District to remove county program element requirements for immunization, family planning, and STD services and change the funding to a one time startup funds rather than ongoing funding.

12. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 30, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
