MINUTES of the Board meeting held on December 16, 2009


1. FLEET SERVICES – Bid Opening #982
Bid opening #982 for (1) new ½ ton, 4 door, 4 wheel drive Special Service Sport Utility. This is a replacement fleet vehicle for the Sheriff’s office.

2. FLEET SERVICES – Bid Opening #981
Bid opening #981 for procurement of (2) new 1 ton, 15 passenger vans. This is a vehicle for Public Works – Work Crew

3. PUBLIC HEARING CONTINUATION – Legislative Amendments to the Comprehensive Plan ORD#2009-12-2
Ordinance #2009-12-2: A continuation of the hearing on the Legislative Amendment to Chapter 10 – Population, of the Comprehensive Plan. This amendment is an update to the County population forecast using acknowledged methodology and extending the forecast to the year 2030.

4. ASSESSORS – Tax Refund
Order refunding taxes to Linde Inc. in the amount of $908.31

5. COMMISSION ON CHILDREN & FAMILIES – Amendment #2 to the 2009-11 Oregon Commission on Children and Families (OCCF) IGA
Second amendment to the 2009-11 IGA between the OCCF and Douglas County. The amendment allocates $10,000 for Community Schools.

6. COMMISSION ON CHILDREN & FAMILIES – Amendment #3 to the 2009-11 OCCF IGA
Third amendment to the 2009-11 IGA between the OCCF and Douglas County. The amendment increases the allocation for the Healthy Start program by $150,625. The $201,268 allocation will fund the Healthy Start program through June 30, 2010.

The 2009-11 Partnership between the OCCF and Douglas County identifies the expectations of the partnership between the County and the State.

8. HEALTH AND SOCIAL SERVICES – Contract with the City of Winston
Contract with the City of Winston for pass through STF funding to provide transportation services to seniors and people with disabilities. Total grant amount is $12,050.00.

9. HUMAN RESOURCES – Special Presentation
Presentation of the results of donated food and contributions by Douglas County employees, delivered to UCAN.

10. PARKS & BUILDING FACILITIES – Contract with Carrier Corporation
Contract with Carrier Corporation for cooling equipment maintenance. Bid #976 was opened on October 7, 2009 by the Board of Commissioners. The lowest responsible bid was received from Carrier Corporation. Order awarding contract was signed on November 4, 2009. This is the finalized contract. Base bid is $23,737.00 with other optional services included on an as needed basis.

11. PLANNING – Historic Preservation Fund Agreement
Douglas County, a Certified Local Government, proposes to enter into agreement with the State of Oregon Parks and Recreation Department, to receive funding of a portion of the County’s Historic Preservation program. This agreement would allow $3,000 grant funds to be received and Douglas County will have expenditures of $3,000 during the grant period. The agreement for the Douglas County Certified Local Government Grant, Heritage Grant #OR-09-10, must be entered into by action of the Board of County Commissioners. Douglas County was the first Certified Local Government County in Oregon. This program reimburses us for half of the cost of administering the Historic Resources program.

12. PLANNING – Order Accepting Irrevocable Offer to Sell Property
In conjunction with Land Partition (P/D File Number 09-020), Alda E. Hartfiel, Trustee of the Alda E. Hartfiel Trust is entering into an Irrevocable Offer to Sell together with a Waiver of Objection to Assessment to facilitate the improvement of Pioneer Way (County Road No. 115B). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

13. PUBLIC WORKS -- Real Estate Option and Order Accepting a Warranty Deed
Real Estate Option and Order Accepting a Warranty Deed from Raymond Allen Patterson for the Acquisition of Right of Way to be used for the widening and realignment of Old Pacific Highway County Road No. 386. Consideration is $4,650 (real property $3,330.00, temporary easement $1,320.00)

14. MISCELLANEOUS – Resolution
Resolution in the matter of adoption of a second period of Special Assessment of Historic Property Pursuant to SB 416.



The next regularly scheduled Board meeting will be held December 30, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
