PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on December 7, 2011 and December 14, 2011.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – First Reading of Ordinance No. 2011-12-02 (Peggy Madison)
An ordinance in the matter of adopting Douglas County code Chapter 2.56 titled Mental Health and Development Disabilities Advisory Committee. Second and final reading will be on January 4, 2012.

2. HUMAN RESOURCES – Food Drive Results (Don Cherry)
Results of the 2011 Douglas County Food Drive.

3. JUVENILE – Contract Amendment (Aric Fromdahl)
The Juvenile department has determined there will be surplus funding to operate the Intensive Intervention Program past December 31, 2011. They have obtained approval from the US Dept. of Justice to extend the program to March 31, 2012, as well as approval of a revised budget in order to accomplish the extension. The surplus funding also involves Adapt. This amendment extends the Adapt contract to March 31, 2012.

4. LAND – Agreement (Gary Groth)
Tree planting agreement with Grayback Forestry, Inc. for the planting of approximately 23,300 seedlings on County owned forest land. Bid price is $260.00 per thousand for a total of $6,058.00.

5. SHERIFF – Oder (Wayne Stinson)
Order authorizing purchase of Panasonic toughbooks (mobile data computers) from CDW-Government. Purchase is made under Oregon State Price Agreement #0444 and purchase is exempt per LCRB rule 4.24. Cost is $31,690.95 – funded 100% by Homeland Security Grant 08-219.

6. SHERIFF – Grant (Wayne Stinson)
Annual work plan for the Emergency Performance Grants. Provides funding to the City of Roseburg to dedicate a staff member for emergency management.

7. SHERIFF – Order (Wayne Stinson)
Order authorizing purchase of portable and mobile radios with accessories from Motorola, Inc. Purchase is made under the Oregon State Price Agreement #4018 and purchase is exempt per LCRB rule 4.24. Cost is $39,020.10 – funded 100% by Homeland Security Grant 08-219.

8. MISCELLANEOUS - Appointments/Reappointments to Employee Benefits Committee (Don Cherry)
Twelve vacancies exist on the Employee Benefits Committee due to expired terms. The Committee recommends the appointments and reappointments of Claudia Bachman, Parks and Building Facilities; Charlie Dukovich, Land Department; Brad Estes, Fleet Services; Nancy Winchell, Surveyor’s; Blayton Ruble, Sheriff’s Office; Kevin Potter, Information Technology; Aaron Yuma, Building; Caryn Hamner, Salmon Harbor; Kathy Tiger, Juvenile Department; Kimm Barnes, Sheriff’s Office; Lisa Thompson, District Attorney’s Office; Linda Mendenhall, Management and Finance with terms ending December 31, 2014.

9. MISCELLANEOUS – Appointments/Reappointments to the Historic Resource Review Committee (Keith Cubic)
Three vacancies exist on the Historic Resource Review Committee due to expired terms and a resignation. The positions were advertised with Douglas County media and four applications were received. The Committee recommends the reappointment of Gerald Briggs and Judith Bacon to new terms that would end December 23, 2015 and the appointment of Ann Fillmore to a term that would end December 23, 2012.

10. MISCELLANOUS – Appointment to the Douglas County Planning Commission (Keith Cubic)
One vacancy exists on the Douglas County Planning Commission due to resignation. The position was advertised with Douglas County media and one application was received. The Committee recommends the appointment of Darreld Murphy to fill the unexpired term through February 28, 2013.

11. MISCELLANEOUS – Reappointments to the Douglas County Park Advisory Board (Jim Dowd)
Four vacancies exist on the Douglas County Park Advisory Board due to expired terms. The positions were advertised with Douglas County media and seven applications were received. The Committee recommends the reappointment of Lonnie Ferber, William Swift, Greg Logan, and Dennis Acton to new terms that would end December 27, 2015.

12. MISCELLANEOUS – Reappointments to the Douglas County Fair Board (Harold Phillips)
Two vacancies exist on the Douglas County Fair Board due to expired terms. The positions were advertised with Douglas County media and six applications were received. The Committee recommends the reappointment of Sandy Bratton and David Briggs to new terms that would end December 31, 2014.

13. MISCELLANEOUS – Appointments/Reappointment to the Weed Advisory Board (Robb Paul)
Four vacancies exist on the Weed Advisory Board due to expired terms. The positions were advertised with Douglas County media and the six applications were received. The Committee recommends the reappointment of Rex Fuller, Gerald Briggs, Steve Wickham, Mark Christensen and the appointment of Larry Johns with terms expiring December 31, 2014.

14. MISCELLANEOUS – Reappointment to the Salmon Harbor Management Committee (Jeff Vander Kley)
One vacancy exists on the Salmon Harbor Management Committee due to an expiring term. The Committee recommends the reappointment of Jerry Noel with a term expiring December 31, 2014.

17. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 28, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
