PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on December 11, 2013.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. FLEET SERVICES – BID AWARD (Mike Blanck)
Bid award to Power Ford Lincoln of Newport, Oregon for (1) new ¾ ton, four wheel drive pickup with a short wide box and crew cab. Vehicle is for the Sheriff-Marine Patrol. Cost: $27,483.00.

2. INFORMATION TECHNOLOGY – ORDER AUTHORIZING PURCHASE (Kevin Potter)
Order authorizing the purchase of computer equipment (server/tape drive/UPS) from Dell. Purchase is made from the Oregon State Price Agreement and will upgrade the current Disaster Recovery Hardware in preparation for emergency situations. Cost: $49,067.21. Funded with Homeland Security Grant.

3. INFORMATION TECHNOLOGY – ORDER AUTHORIZING PURCHASE (Kevin Potter)
Order authorizing the purchase of computer equipment (servers) from BTN Systems. The purchase will upgrade the current Disaster Recovery Hardware in preparation for emergency situations. Cost: $37,777.00. Funded with Homeland Security Grant.

4. JUVENILE – AMENDEMENT TO INTERGOVERNMENTAL AGREEMENT (Aric Fromdahl)
Amendment to Intergovernmental Agreement #124912 with the State of Oregon and Department of Human Services for placement of youth in the Douglas County Shelter Care Facility. The amendment changes the daily rate for reimbursement for DHS referrals from $134.67 to $137.53 per youth per day.

5. JUVENILE – INTERGOVERNMENTAL AGREEMENT (Aric Fromdahl)
Intergovernmental Agreement between the State of Oregon and Oregon Health Authority that allows Douglas County to be a provider of Behavioral Rehabilitation Services, and also allows us to bill OHA for Medicaid reimbursement for youth who are in our TouchStone Residential Treatment Program. The revenue generated will assist in funding Juvenile Department operations.

6. LAND – TREE PLANTING CONTRACT (Gary Groth)
Tree planting Contract with Grayback Forestry, Inc. for the planting of 22,200 seedlings on 54 acres of County forest land. The cost is $240.00 per thousand seedlings for a total of $5,328.00.

7. PARKS – PUBLIC RECREATION FACILITY LICENSE – (Gary Groth)
License with the State of Oregon Department of State Lands for the construction, maintenance, and repair of a public recreation facility (boat ramp) located at River Forks Park.

8. PUBLIC WORKS – ORDER GRANTING VACATION – (Robb Paul)
Order Granting Vacation of a public alley in Dillard’s Station Subdivision upon performance or fulfillment of conditions. Petitioners: Charlotte Hennessy, and Rodney &Connie Gallivan.

9. MISCELLANEOUS – APPOINTMENT/REAPPOINT TO WATER RESOURCES ADVISORY BOARD (MISCELLANEOUS – REAPPOINTMENT TO ROAD DISTRICT (Doug Robertson)
A vacancy will exist on the Darley Drive Special Road District due to the expiring term of Thurman Bell. Mr. Bell would like to be reappointed to a new term that would end December 31, 2016.

10. MISCELLANEOUS – REAPPOINTMENT TO FORESTLAND-URBAN INTERFACE CLASSIFICATION COMMITTEE (Doug Robertson)
A vacancy exists on the Forestland Classification Committee due to the expired term of Bill Stearns. Mr. Stearns would like to be reappointed to a new term that would end February 22, 2018.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held January 8, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
