MINUTES of the board meeting of December 17, 2003 to be approved.

RESOLUTION on the Board of Commissioner’s position in regards to the Patriot Act.

COMMISSION ON CHILDREN AND FAMILIES

1. Contract with Options Counseling Services of Oregon, Inc. in the amount of $82,129 for fiscal year 2003-04. This contract is to administer the Multi-Systemic Therapy program in Douglas County.

2. Intergovernmental agreement between the State of Oregon and the Criminal Justice Commission to provide Juvenile Crime Prevention Services. Contract period is January 1, 2004 through June 30, 2005.

FLEET SERVICES

1. Order rejecting all bids for two new mid-size, four door sedans. The Oregon State price agreement is $879.55 per unit under lowest responsive bidder.

2. Order awarding contract and authorizing purchase for two new mid-size, four door sedans from the Oregon State Cooperative Purchasing program. This agreement is a $1,759.10 savings for the county.

HEALTH AND SOCIAL SERVICES

1. Second extension of agreement for Locum Tennens coverage with Vista Staffing Solutions, Inc. This extension provides funding for the local tennens doctor for the time periods of November 5 - 25, 2003 and December 1 - 19, 2003. This agreement increases the funding cap from $75,000 to $100,000 in order to extend the contract for services for the time period of January 5 - 23, 2004.

2. Modification of contracts between Umpqua Regional Council of Governments and Oregon Department of Human Services Seniors and People with Disabilities (SPD) for additional Title XIX (Medicaid) funds for transportation services. These amendments are for the period of July 1, 2001 through June 30, 2003 and require the county to provide matching SPD funds.

LAND

1. Resolution declaring that the acquisition of certain properties for the widening and realignment of Weaver Road is in the public interest.

PARKS

1. Quitclaim deed for Southside Park property and order accepting deed from James and Lynette Boniface. This addresses the need for a property line adjustment.

PUBLIC WORKS

1. Agreement with Roseburg Refrigeration in the amount of $39.80 per hour for removal of chlorofluorocarbons from refrigerated units at Roseburg and Reedsport Transfer Sites.

2. Local agency agreement with Oregon Department of Transportation in the amount of $10,735,000 for highway bridge replacement and rehabilitation project (South Umpqua River Bridge – Pruner Road).

SHERIFF

1. Agreement with Cascade Rescue and Emergency Team II, dba Crest II for use of 911 services. Crest II will pay $500 per year payable to Douglas County.

2. Lease with Bureau of Land Management for the “Roman Nose” location for Emergency Communications Response System tower site. Lease is for twenty years with no cost to the county.

3. Lease with Roseburg Resources for bare land in the Elkton area for Emergency Communications Response System tower site. Lease is for 30 years at a rate of $4,000 per year with a 5% increase every three years.

MISCELLANEOUS

1. Order reappointing John Barry to the Humphrey Addition Special Road District Board of Directors. Term to expire December 31, 2006.

2. Order reappointing Jim Bruce to the Salmon Harbor Management Committee. Term to expire December 31, 2006.
