MINUTES Approval of the Minutes of December 10, 2014.


1. PUBLIC HEARING – Second Reading of Ordinance (Robb Paul)
Second Reading of Ordinance No. 2014-11-01 to add Chapter 13.105, Solid Waste Disposal Fees, to Title 13 of the Douglas County Code. Effective date of July 1, 2015.

2. BUILDING DEPARTMENT – Memorandum of Agreement (Larry Ellenwood)
In accordance with the authority granted by Oregon Revised Statute ORS 455.020 and Oregon Laws 2013, chapter 528, this Memorandum of Agreement sets forth the roles and responsibilities of Douglas County operating a municipal building inspection program as referenced in ORS chapter 455.

3. SHERIFF – Amendment to Agreement with Oregon State Marine Board (John Hanlin)
First amendment to Cooperative Agreement with Oregon State Marine Board to increase funding by an additional $55,000 to cover the cost of a law enforcement boat and trailer. Original Cooperative Agreement was signed on 7/2/14 by BOC and filed in Clerk’s Journal Book 2014 Page 618.
Revenue: Additional $55,000.00.

4. FLEET SERVICES – Bid Award (Mike Blanck)
Bid #064 for one (1) new 22 foot multi-purpose, aluminum, outboard powered boat with trailer was opened at a regularly scheduled Board of Commissioner’s meeting on November 12, 2014. One bid was submitted. The lowest responsible bidder is Edge Marine of Roseburg, Oregon, in the total amount of $55,000.00. This purchase will be fully funded with Oregon State Marine Board funds.

5. FLEET SERVICES – Cooperative Purchasing Contract (Mike Blanck)
Cooperative Purchasing Contract with Houston-Galveston Area Council which allows Douglas County to procure items at reduced pricing.

6. HEALTH – Agreement (Dawnelle Marshall)
Agreement No. 1004395 with Oregon Health & Science University. Replacement for previous agreement for the CaCoon Program. Revenue: $22,000.00. Term: 10/01/14 to 09/30/15.

7. LIBRARY – Delegation of Authority (Harold Hayes)
Delegation of authority for Harold A. Hayes, Library Director to (1) to apply for grants in support of the library; and (2) to enter into grant agreements so long as the grant does not exceed $10,000.00.

8. PUBLIC WORKS– Amendment to Intergovernmental Agreement (Robb Paul)
First Amendment to Intergovernmental Agreement with Community Work Crew for miscellaneous contracts and agreements No. 27232. This is a four (4) year agreement of $75,000/yr. not to exceed $600,000 for total contract.

9. PUBLIC WORKS– Contract Modification (Robb Paul)
Modification of Contract with JNB Transport, Inc. to increase contract amount from $25,000 to $50,000. Contract is for glass haul from Douglas County Landfill to recycling center in Portland.

10. PUBLIC WORKS– Memorandum of Agreement (Robb Paul)
Federal Lands Access Program Project Memorandum of Agreement with Federal Highway Administration and Western Federal Lands Highway Division. Sets forth responsibility of all parties for future reconstruction of Douglas County Road 1.

11. PUBLIC WORKS– Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement with Oregon Department of Transportation (ODOT) allowing ODOT to install two (2) 10,000 gallon magnesium chloride tanks at the Sutherlin Road Maintenance Facility. There will be no cost to the County.



The next regularly scheduled Board meeting will be held December 24, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
