MINUTES - Approval of the Minutes of December 9, 2015

1. DISTRICT ATTORNEY – 2015-17 Victims of Crime Act (VOCA) and Criminal Fine Account (CFA) Non-Competitive Grant Agreement (Rick Wesenberg)
The grant provides $256,670.00 as reimbursement from the VOCA Grant funding that fully funds the Victims Assistance Department and provides $150,058.00 from the CFA Grant funding that fully funds the Victim Services Director’s position. With the increase to funding the FTE’s in the victim services department would increase one part time FTE to full time and add an additional .40 part time FTE to the department.

2. FAIRGROUNDS – Delegation of Authority (Harold Phillips)
Delegation of Authority to Harold Phillips, Fairgrounds Manager to sign state license applications on behalf of the county.

3. HUMAN RESOURCES – Proposed Changes to County Personnel Rules (Michael Kurtz)
The Human Resources Department is recommending changes to the County Personnel Rules to ensure compliance with administrative requirements and various employment laws. These changes impact eligibility dates for County group health insurance, the required posting of the Family Medical Leave Act (FMLA) law, and the application and administration of Oregon’s Sick Leave Law for part-time, on-call and temporary employees.

4. LAND DEPARTMENT – Lease Extension (Gary Groth)
Lease Extension for United Community Action Network (UCAN) for space at the Health Department building to provide WIC, Maternal Child Adolescent Health programs and other related programs.

5. LAND DEPARTMENT – Lease Agreement (Gary Groth)
Lease Agreement for Douglas Public Health Network (DPHN) for space at the Health Department building to provide Communicable Disease and Emergency Preparedness programs and public health activities.

6. PLANNING – Grant Contract (Keith Cubic or Stuart Cowie)
Grant contract with the University of Oregon to update our existing Natural Hazard Mitigation Plan. The updated plan will provide the opportunity to obtain federal funding from FEMA to mitigate against the impacts of potential natural hazards that could occur in the future. The grant amount is $41,951.00, with a 25% match of $13,984.00 to be provided by the Planning Department.


7. PUBLIC HEALTH – Contract for Services (Commissioner Freeman)
Contract with UCAN to provide Maternal Child Adolescent Health programs including Babies First, Maternity Case Management, and CaCoon.

8. PUBLIC HEALTH – Contract for Services (Commissioner Freeman)
Contract with DPHN to provide Communicable Disease and Emergency Preparedness programs with multiple other public health services.

9. PUBLIC HEALTH – Bill of Sale (Commissioner Freeman)
Bill of Sale for the transfer of computers, furniture, equipment and supplies to United Community Action Network to provide Maternal Child Adolescent Health Programs

10. PUBLIC HEALTH – Bill of Sale (Commissioner Freeman)
Bill of Sale for the transfer of computers, furniture, equipment and supplies to Douglas Public Health Network to provide Communicable Disease and Emergency Preparedness programs and Public Health Services.

11. PUBLIC HEALTH – Local Public Health Amendment #2 (LPHA) – Dawnelle Marshall
Amendment #2 increases the School Based Health Center grant for each of the School Based health Centers at Roseburg High and Douglas High by $200.00, for a total increase of $400.00. Updates Program Element 12 for Public Health Emergency preparedness Program.

12. SENIOR SERVICES – Contract Modification (Jeannie Wright)
Contract Modification with the YMCA of Douglas County. This contract provides Evidence Based Exercise Classes to Seniors. Extends term to October 31, 2015.

13. MISCELLANEOUS – Reappointment to the Historic Resource Review Committee (Jeff Lehrbach)
Two vacancies exist on the Committee due to the expired terms of Judith Bacon and Gerald Briggs. The positions were advertised with Douglas County media and one application was received. Ms. Judith Bacon would like to be reappointed to a new term that would expire December 23, 2019. Mr. Briggs did not seek reappointment so one vacant position remains.

14. MISCELLANEOUS – Reappointment to Elkton Estates Phase II Special Road District (Commissioner Morgan)
A vacancy exists on the Road District due to the expired term of Loren Gardner. Mr. Gardner would like to serve a new term that would end December 31, 2018.

15. MISCELLANEOUS – Correction of Appointment on the Senior Services Advisory Council (Commissioner Morgan)
On November 25, 2015 Mr. David Daniel was appointed to the Senior Services Advisory Council in a position that represents Western Douglas County. He should have been appointed to the vacant position that represents Central Douglas County with a term ending June 30, 2017.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 23, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.
