MINUTES of the Board meeting held on December 9, 2009


1. PUBLIC HEARING CONTINUATION – Legislative Amendments to the Comprehensive Plan ORD#2009-12-2
Ordinance # 2009-12-2: A continuation of the hearing on the Legislative Amendment to Chapter 10 – Population, of the Comprehensive Plan. This amendment is an update to the County population forecast using acknowledged methodology and extending the forecast to the year 2030.

2. PUBLIC HEARING – Order Approving Boundary and Setting Final Hearing for Formation of the Elkton Estates Phase II Special Road District
The formation petition meets the requirements of ORS 198.755(1)(b) which requires a petition for formation to be signed by not less than fifteen owners of land or the owners of 10 percent of the acreage, whichever is the greater number of signers, within the territory subject to the petition. There are no known objectors to the proposed district. Chief Petitioners: Ledbetter, Tomaselli, Ellis.

3. PUBLIC HEARING – Order Incorporating Territory to the Douglas County Fire District No. 2
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on November 18, 2009 for the petition of annexation by Chief Petitioner: TAMBOT to have property annexed into the Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), annexation petition is signed by all the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

4. ASSESSOR – Tax Refunds
Order refunding taxes to: Beckley Excavation & Utility Inc. ($3,454.45); Eric and Kristin Riley ($1,972.02); William and Sandra Roberts ($492.82); and Ray and Zoe Crowe ($574.49).

5. HUMAN RESOURCES – Oregon Dental Service (ODS) Plan Endorsements
Three(3) Endorsements to the 2006 Plan Agreement between ODS and Douglas County: Endorsement #5 brings Plan into alignment with established practice regarding transferring employees; Endorsement #6 extended the Agreement through 12/2009 and changed the administrative fee from $4.90/employee per month to $5.05/employee per month, and Endorsement #7 extends Agreement through 12/2010 and changes administrative fee from $5.05/employee per month to $5.30/employee per month for the 2010 dental Plan Year.

6. JUVENILE – Contract for Services with Adapt
Contract with Adapt is being established for services being provided to youth in the Juvenile Department’s Intensive Intervention Program which is being funded by a Recovery Act Rural Law Enforcement Assistance grant. This program is designed to reduce chronic recidivism by identifying youth who are most likely to re-offend, and by then utilizing effective intervention strategies with those youth. A large component of services needed will be the drug and alcohol assessment and treatment which Adapt provides. This contract is 100% funded by the Recovery Act Rural Law Enforcement Assistance grant.

7. SHERIFF – Lane Mountain ARES Radio Site
Contract with Lone Rock Timber granting us permission for road use to access radio site.

8. SHERIFF – Homeland Security Grant Awards and Agreements for 2009
Two grants were received to fund citizen preparedness and Citizen Corps activities. Grant #09-224 in the amount of $20,000 and #09-107 in the amount of $8000. The grants require no local match and run through December 31, 2011.




The next regularly scheduled Board meeting will be held December 23, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
