MINUTES of the board meeting of December 8, 2004 to be approved.
CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.
HEARING
1. Ordinance No. 2004-12-04 adopting amendments to the Comprehensive Plan Map and Zoning Map, and approving a determination that the property is non-resource land and is not subject to Statewide Planning Goals 3 and 4 as requested by Bert and Monique Brundige.
FAIRGROUNDS
1. Contract with Pacific Power & Light Company for electrical power installation and right of way for the fairgrounds community building construction project. Contract amount is $15,421.74.
FLEET SERVICES
1. Award of Bid No. 877 to Power Ford for five, new ¾ ton, two wheel drive pickups, with long wide box and standard cab. Contract amount is $83,639.
PARKS
1. Annual RV grant application through Oregon Parks and Recreation Department. This application is for the replacement of both restroom/shower buildings within Windy Cove Campground. Requested amount is $153,720. Required county match will be $146,280, plus a match of $7,440 in materials, labor, and equipment.
PLANNING
1. Order and notice setting hearing date of January 19, 2005 for annexation of property to the Roseburg Urban Sanitary Authority. Chief petitioner is L&H Lumber.
2. Order affirming the decision of the Planning Commission in the Lauren & Dena Young quasi-judicial amendment to the Douglas County Comprehensive Plan.
3. Order affirming the decision of the Planning Commission in the Caswell Revocable Trust, Richard Caswell quasi-judicial amendment to the Douglas County Comprehensive Plan.
4. Resolution adopting a lot line vacation application and process fee of $750.
PUBLIC WORKS
1. Cooperative improvement agreement with Oregon Department of Transportation for I-5, Exit 99 interchange improvements and bridge replacement.
SHERIFF
1. Order awarding RFP No. 866 to Dictaphone Corporation for digital voice logging system for the 911 Center. Contract amount is $35,272.
MISCELLANEOUS
1. Order appointing Mike Keller, John Dunn, and Bernis Wagner to the Douglas County Fair Board. Terms to expire December 31, 2007.
2. Order appointing Willis Hayes to the Museum Advisory Board. Term to expire June 30, 2005.
3. Orders reappointing the following individuals to Special Road Districts Board of Directors:
Marcia Fasy - Humphrey Addition
Dale Rummel – Overlook-Scottview
Jan Kelley – Roaring Camp
Stanley Vejtasa – Sable Drive
Francis Blake – S.E. Booth Avenue
Victoria Abrahamson – Spring Brook

All terms to expire December 31, 2007.
