1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF DECEMBER 7, 2016

4. COMMISSIONERS – Certificate of Local Government Approval for Non-Profit Organization (Tim Freeman)
Certificate of approval for local government to approve UCAN to operate emergency shelter activities for rapid re-housing and homeless prevention for homeless individuals and families by helping with deposits and rental assistance, support services, outreach, case management, resource navigation and utility assistance.

6. COMMISSIONERS – Contract Amendment (Tim Freeman)
Second Amendment to Contract No. 29529 with Adapt. Amendment adds $99,102 for Tobacco Prevention and Education (TPEP) services and $58, 224 for Healthy Communities services.

7. JUVENILE – Amendment to an Intergovernmental Agreement (Aric Fromdahl)
Third Amendment to IGA #144373 between the State of Oregon, Oregon Health Authority (OHA) and Douglas County. The IGA allows us to be a provider of Behavioral Rehabilitation Services, and also allows us to bill OHA for Medicaid reimbursement for youth who are in our Touchstone Residential Treatment Program. This IGA also gives us the ability to enter into Contracts for placement of DHS and OYA youth into our Shelter & Evaluation Programs.

8. JUVENILE – Amendment to an Intergovernmental Agreement (Aric Fromdahl)
Fourth Amendment to IGA #1446069 with Department of Human Services (DHS). Amendment is effective on December 1, 2016 and extends the duration to June 30, 2017 with an increase in the “not to exceed” amount by $668,556.42. The funding increase will pay for the additional 16 DHS clients we will be able to accept into our BRS Residential Beds when the Fowler House Shelter is operational. DHS is aware that the shelter is due to open on or about January 1, 2017.

9. LAND – Lease Extension (Kevin Potter)
Extension and Amendment of the Lease dated November 26, 2008 between Douglas County and Robert Banducci for grazing at the Mildred Kanipe Memorial Park extending Lease to November 30, 2017, changing the Notice and Administrator sections to the Land Department, and adding an Early Termination paragraph. Except as modified by this Third Extension and First Amendment of Lease, the terms and conditions of the original lease, first extension, and second extension shall apply.

10. PARKS – Parks Advisory Board Appointment (Rocky Houston)
Vacancies exist on the Parks Advisory Board. The vacancies were advertised with Douglas County media and 13 applications were received. Six applicants were moved forward for a telephonic interview. The process yielded the following recommendations: Position #2 – Christine Goodwin; Position #5 – Holda Crocker.

11. PUBLIC HEARING – Douglas County Local Parks Master Plan (Rocky Houston)
Resolution adopting the Douglas County Local Parks Master Plan.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 21, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
