PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on December 5, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Fleet Services (Mike Blanck)
Bid opening for (1) New ¾ Ton, 4 wheel drive pickup with a short/wide box/crew cab.

2. BOARD OF COMMISSIONERS – First Reading of Ordinance (Joseph Laurance)
First reading of an Ordinance 202-12-01 authorizing the County to enter into an Intergovernmental Agreement under ORS 190 creating an association to promote, foster and advance community based renewable energy, to be known as Community Renewable Energy Association (CREA). The second reading will be January 2, 2013.

3. BUILDING FACILITIES – Contract Modification (Kevin Potter)
Contract Modification with Yeager’s Plumbing to increase contract cap to not exceed $50,000.00.

4. COUNTY COUNSEL – Modification of Bolon Island Railway Easement (Paul Meyer)
Modifies a 1951 railway right-of-way easement between O.H. and Jane Hinsdale and the Willamina and Grand Ronde Railway Company, to which the County and the Longview, Portland & Northern Railway Company are successors in interest. Authorizes the County to construct, operate, and maintain two rail grade crossings on the west side of Bolon Island and to assign its rights and obligations with respect to the crossings to American Bridge Company, which in 2002 purchased from County the property on which the crossings are located. Authorizes the use of a single rail grade crossing on the east side of Bolon Island by the County and its successors and assigns, subject to conditions specified in the easement modification document

5. COUNTY COUNSEL – Assignment of Rights and Obligations Pertaining to Railway Grade Crossings on West Side of Bolon Island to American Bridge Company (Paul Meyer)
Assigns to American Bridge Company all of the County’s rights and obligations with respect to two rail grade crossings on property owned by American Bridge Company on the west side of Bolon Island. Authority for the assignment is provided by the 2012 modification of a 1951 railway easement to be executed by the County and the Longview, Portland & Northern Railway Company.

6. FAIRGROUNDS – Delegation of Authority (Harold Phillips)
Order delegating authority to Harold Phillips to approve and sign grant applications.

7. FAIRGROUNDS – Bingo & Monte Carlo Licenses (Harold Phillips)
Annual Renewal of Bingo & Monte Carlo Licenses. Proceeds are used for building repairs on the Douglas County Fairgrounds complex, operation of the 2013 Douglas County Fair, and a donation to a local civic group.

MISCELLANEOUS – Reappointment to the Salmon Harbor Management Committee (Susan Morgan)
A vacancy will exist on the Salmon Harbor Management Committee due to the expiring term of Jim Bruce. Mr. Bruce would like to be reappointed to a new term that would end December 31, 2015.

The next regularly scheduled Board meeting will be held December 19, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
