PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on December 4, 2013.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – FLEET SERVICES (Mike Blanck)
Bid opening for (1) new ¾ ton, four wheel drive pickup with a short wide box and crew cab. Vehicle is for the Sheriff-Marine Patrol.

2. PUBLIC HEARING – AMENDMENTS TO THE LAND USE & DEVELOPMENT ORDIANCNE (Keith Cubic)
Amendments to the Douglas County Land Use & Development Ordinance (LUDO) are needed in order to implement amendments resulting from new law passed in the 2013 Legislature including: Poultry Processing (HB 2393), Agricultural Buildings (HB 2441), Transmission Lines (HB 2704), Replacement Dwellings (HB 2746), Food Banks (HB 2788), Solar Energy Facilities (HB 2820), Forest Divisions (HB 3125) and Wineries (SB 841).

3. HUMAN RESOURCES -- ORDER OF AMENDMENT TO THE DOUGLAS COUNTY PERSONNEL RULES (Michael Kurtz)
Two revisions are needed to the Douglas County Personnel Rules. The first amendment brings Douglas County into compliance with the Affordable Care Act effective January 1, 2014. The second amendments will bring Douglas County into compliance with IRS Tax Codes regarding tax exempt meal reimbursements.

4. PUBLIC WORKS – WATER REVENUE AGREEMENT (Robb Paul)
Water revenue agreement with Lookkinglass Olalla Water Control District to establish conveyance and rates from Ben Irving Reservoir to the district users.

5. SHERIFF – CONTRACT EXTENSION (Wayne Stinson)
Contract Extension with Bold Planning Solutions for the Continuity of Operations Planning (COOP). Cost is $9,600.00 and is funded with State Homeland Security Grant program funds. Contract extends to June 30, 2014.

6. MISCELLANEOUS – APPOINTMENT TO ROAD DISTRICT (Doug Robertson)
A vacancy exists on the Sable Drive Special Road District due to the relocation of Dana Gardin. Deborah Walker would like to be appointed to fill the vacant position with a term ending December 31, 2016.

7. MISCELLANEOUS – APPOINTMENT/REAPPOINTMENT TO ADVISORY COMMITTEE (Doug Robertson)
Two vacancies exist on the Water Resources Advisory Board due to the retirement of Doris Bartlett and the expiring term of Blair Nash. The vacancies were advertised with Douglas County media and two applications were received. Mr. Nash would like to be reappointed to a new term that would expire January 1, 2017 and The Committee recommends appointment of Erik Ranger to a term that would expire June 8, 2017.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 18, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
