PLEDGE OF ALLEGIANCE

MINUTES Approval of the Minutes of December 3, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Amendments to the Land Use & Development Ordinance (LUDO) (Keith Cubic)
Amendments to the Douglas County LUDO are needed in order to implement: 1) amendments to LUDO Article 30, Floodplain Overlay, resulting from the 2013 FEMA Community Assistance Visit; and 2) minor clarifying amendments resulting from LCDC amendments to the Oregon Administrative Rules.

2. FIRST READING OF ORDINANCE NO. 201-12-01 (Gary Groth)
First Reading of an Ordinance revising Douglas County Code Chapter 12.12, County Parks. The proposed revisions include giving the Parks Director authority to collect parking fees, allowing after hours fishing, making it a violation to park or leave a vehicle or trailer overnight in areas not designated for overnight camping, authorizing specific parks employees and volunteers to issue citations and clarifying terminology in the code. No action needed at this time. The Second Reading will be December 24, 2014.

3. ASSESSOR & TAX – Tax Refund (Paul Meyer)
Mercy Medical Center applied for a Tax Exemption in 2008-09, and the Assessor approved it based on ORS 307.162 and 307.130. Total Refund from Tax Year 2009-10 through 2014-15 is $20,568.64.

4. FLEET SERVICES – Revised Order Authorizing Purchase (Mike Blanck)
Bid #065 was opened 11/19/14 and awarded 12/03/14 to Hubbard Chevrolet for (9) New Full-Size, 4 Door, Rear Wheel Drive, Police Interceptor Sedans. Hubbard Chevrolet discovered 2014 models available at a reduced price. The revised Order is $231,379.67 which is a savings of $9,692.98.

5. LAND – Order of Sale (Gary Groth)
Order of Sale of land acquired by Douglas County through foreclosure of taxes or otherwise. The Public Auction will be held January 13, 2015 at 10:00 a.m. in room 216 of the Courthouse. The auction will be published in the News Review, December 16, 23, 30, 2014 and January 5, 2015.

6. MANAGEMENT & FINANCE – Intergovernmental Agreement (Jessica Pence)
Intergovernmental Agreement with the Department of Corrections to coordinate and manage House Bill 3194 Justice Reinvestment Program funding for the 13-15 biennium. Not to exceed $337,727.98.


7. MISCELLANEOUS – Intergovernmental Agreement (Commissioner Morgan)
Intergovernmental Agreement with Coos and Curry counties to form the Coos Curry Douglas Regional Workforce Investment Area.

8. MISCELLANEOUS – Appointment/Reappointment to the Fair Board (Harold Phillips)
Two vacancies will exist on the Douglas County Fair Board due to the expiring terms of Sandy Bratton and David Briggs. Mr. Briggs is not eligible for reappointment as he has served the maximum four full terms. The vacancies were advertised with Douglas County Media and ten applications were received. The Fair Board recommends the reappointment of Sandy Bratton to new term that would end December 31, 2017. The Board further recommends the appointment of Syndi Beavers to a term that would end December 31, 2017.

9. MISCELLANEOUS – GARDINER SANITARY DISTRICT CDBG (Paul Meyer)
Adopt signatories to conform to federal regulations for draw requests to Community Development Block Grant for upgrade to the collection system for the Gardiner Sanitary District.

10. MISCELLANEOUS – GARDINER SANITARY DISTRICT CDBG (Paul Meyer)
Adopt a Fair Housing Resolution to conform to federal regulations for the Community Development Block Grant for upgrade to the collections system for the Gardiner Sanitary District.

11. MISCELLANEOUS – GARDINER SANITARY DISTRICT CDBG (Paul Meyer)
Adopt updated non-discrimination policy Resolution to conform to federal regulations for the Community Development Block Grant for upgrade to the collections system for the Gardiner Sanitary District

12. MISCELLANEOUS – GARDINER SANITARY DISTRICT CDBG (Paul Meyer)
Adopt Section 3 plan relating to non-discrimination of low income employees to conform to federal regulations for the Community Development Block Grant for upgrade to the collections system for the Gardiner Sanitary District.

13. MISCELLANEOUS – GARDINER SANITARY DISTRICT CDBG (Paul Meyer)
Adopt Limited English Proficiency Language Access Plan to conform to federal regulations for the Community Development Block Grant for upgrade to the collections system for the Gardiner Sanitary District.

16. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 17, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
