MINUTES of the Board meeting held on December 2, 2009


1. PUBLIC HEARING – Amendments to the Douglas County Land Use & Development Ordinance (LUDO) Ordinance No. 2009-12-03
Amendments to the Land Use & Development Ordinance are needed in order to: address new law passed by the 2009 Legislature; clarify a LUBA ruling; codify new FEMA requirements; add implementing provisions for Measure 49; and clarify the use and application of various land use review procedures.

2. COMMUNICATIONS – Contract with Paul Ellis
Contract with Paul Ellis to provide consulting services to Douglas County in relation to the 911 Communication System as needed.

3. FLEET SERVICES – Order Rejecting Bids for #977
Order rejecting all bids for Bid #977 and awarding contract to Hubbard Chevrolet under the State Price Agreement Contract #9776. Bid #977 was opened at the November 25, 2009 board meeting. Bids were reviewed and compared with the Oregon State Price Agreement. The State Price Agreement met bid specifications and was the lowest price by $264.46. This purchase is funded by the Federal “Recovery Act Grant.”

4. HEALTH AND SOCIAL SERVICES -- Federal Transit Administration (FTA) Certifications and Assurances
Annual list of Certifications and Assurances for Public Transportation for FTA grants and cooperative agreements for signature.

5. INFORMATION TECHNOLOGY – Intergovernmental Agreement
August 1, 2004, Douglas County transferred control of the Adult Parole and Probation Services Department to the State of Oregon. Douglas County agreed to continue to provide telephone and computer support services. This agreement continues those services from the expiration date of the prior agreement until June 30, 2010 at the same agreed rates. Total monthly revenue is $618.00.

6. LAND – Tree Planting Agreement
Tree planting agreement with Sierra Grande Reforestation, Inc. for the planting of approximately 25,700 seedlings on 78 acres of County owned forest land. Bid price is $295.00 per thousand seedlings planted for a total of $7,581.50.

7. PLANNING – Legislative Amendments to the Comprehensive Plan (ORD#2009-12-1 and ORD#2009-12-2
Legislative Amendments to the Comprehensive Plan to update the following elements: Ch 5-Air, Noise and Resource Quality; Ch 10-Population; CH 13-Transportation; CH 14-Public Facilities; Ch 15-Land Use; the Green Circulation Plan along with miscellaneous text corrections to assure consistency between support documents. These amendments add new information and clarify policies keeping the Douglas County Comprehensive Plan contemporary. Legal notices as required have been completed for Board of Commissioners action.

8. MISCELLANEOUS – Reappointment to Farm Tax Review Board
A vacancy exists on the Farm Tax Review Board due to the expired term of Paul Santos. The vacancy was advertised with Douglas County media and one application was received from Paul Santos. Mr. Santos would like to be reappointed.

9. MISCELLANEOUS – Order Authorizing Substitution of Project Sponsor for Title III Project.
The order names the “Southwest Oregon Resource Conservation & Development Council” as the project sponsor for the “South Umpqua Headwaters Pre-contact Reference Condition Study”. This is a Title III project in the amount of $81,500.



The next regularly scheduled Board meeting will be held December 16, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
