APPROVAL OF MINUTES: December 1, 2010


1. PUBLIC HEARING – Amendments to the Comprehensive Plan Population Element (Ordinance No. 2010-12-01)
On July 2, 2010 the Land Use Board of Appeals (LUBA No. 2010-004) remanded the County’s decision to adopt an amended population projection. The proposed amendments to the Comprehensive Plan Population Element are needed to address the issues on remand from LUBA.

2. PUBLIC HEARING – Legislative Amendments to the Comprehensive Plan (Ordinance No. 2010-12-02)
Proposed Legislative Amendments to the Comprehensive Plan update the Land Use Element and the Transportation Element. The Amendments co-adopt by reference the City of Roseburg Bike and Pedestrian Plan and the Interchange Area Management Plan (IAMP) for Exit 129. The amendments also integrate the IAMP into the County Transportation System Plan. These amendments add new information and clarify policies keeping the Douglas County Comprehensive Plan and Transportation System Plan contemporary.

3. PUBLIC HEARING – Amendments to the Douglas County Land Use & Development Ordinance (Ordinance No. 2010-12-03)
Amendments to the Land Use & Development Ordinance are needed in order to: address Floodplain management revisions to conform to FEMA standards and Building Code changes; incorporate a new provision based on LCDC Rule for Temporary Workforce Housing; clarify local setback provisions for existing yard encroachments and for fences and retaining walls, and; effect minor text corrections and clarifications.

4. ASSESSOR – Tax Refunds
Order refunding taxes to: RLC Industries Co. ($203,413.56); Two Orders for Roseburg Forest Products Co. totaling ($372,212.37); Michael & Rebecca Jaramillo (1,031.59); Christopher Noll & Cynthia Houston ($345.28); JC & Donice Smith ($1,709.25); Robert & Lucy Kesterson ($653.82); Nine Orders for Richard Banducci totaling ($17,580.88).

5. HEALTH AND SOCIAL SERVICES – Contract Extension
First contract extension with Protocall Services, Inc. to provide telephone intake, assessment and crisis counseling services to mental health clients. Contract not to exceed $40,000.00. Extends term to December 31, 2011.

6. INFORMATION TECHNOLOGY – Order Authorizing Purchase of Software
Order authorizing purchase of software update for mobile data computers for emergency responders from CDW-G. The Nemotion software allows emergency responders in the field access to law enforcement databases, local records, and active dispatch information efficiently when providing public safety services. Cost is $26,600.79.

7. PARK AND BUILDING FACILITIES – Order Rejecting all Bids for Bid #997
Bid #997 was publicly opened on November 23, 2010 for the Douglas County Parks Maintenance Facility Remodel. There were five bids received but all were substantially higher than the budget estimate of $60,000.00. Consistent with this information and pursuant to ORS 279C.395, it is in the best interest of the public to reject all bids.

8. PUBLIC WORKS – Order Accepting Completion of Contract
Purchase of one precast concrete three-sided culvert, County Road No. 30, mile post 6.40. The contract has been completed and all requirements have been met. Hanson Pipe and Precast in the amount of $40,800.00.

9. PUBLIC WORKS – Order Accepting Completion of Contract
Clearlake Avenue storm drain replacement, County Road No. 87C, Sixth Street to Seventh Street. The contract has been completed and all requirements have been met. CG Contractors, LLC - $36,335.52.

10. PUBLIC WORKS – Order Accepting Permanent Easement
Order Accepting Permanent Easement for the widening and realignment of Old Pacific Highway County Road No. 386. Raymond Allen Patterson in the amount of $1,200.00.



The next regularly scheduled Board of Commissioners meeting will be held December 15, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
