4. PUBLIC HEARING – Public Works (Cody Smith)
Public Hearing on Proposed Vacation of Property. Petitioner: Gary O. Denny.

5. LAND – Tree Planting Contract (Kevin Potter)
Tree planting Contract with Rye Tree Service, Inc. for the planting of 35,700 seedlings on approximately 89 acres of County forest land. Four bids were received with Rye Tree Services, Inc. being the successful bidder at $395.19 per thousand seedlings and a total cost of $14,108.28 +/-.

6. PLANNING – 3rd Quarter Delegation of Authority Report (Keith Cubic)

7. PUBLIC WORKS – Extension of Mutual Agreement and Order (David Bebak)
Three month extension to the Mutual Agreement and Order (MAO) between Douglas County Public Works and the DEQ for the Roseburg Landfill.

8. SHERIFF – Contract Modification (John Hanlin)
First modification to the Executive Information Services, Inc. (EIS) Contract for services. The initial Contract expired June 30, 2016 and there was no extension in place at that time. The modification extends the existing Contract to June 30, 2017 at which time a new Contract for maintenance services for EIS will be completed.

9. SHERIFF – Amendment to Intergovernmental Agreement (John Hanlin)
Amendment to an Intergovernmental Agreement with the Oregon Emergency Management (OEM) which term ends December 31, 2016. In order to extend the IGA term a modification of language is needed. The IGA is for payment reimbursement of costs from OEM to Douglas County Planning. Planning maintains the necessary GIS and MSAG related dataset bases. These Datasets are shared with OEM and the Douglas County 911 Center as well as other public safety entities in Oregon.

10. SHERIFF – Grant Assurances (Commissioner Boice)
On November 9th, the original Grant documents were approved for the assistance in installing a fire detection camera by the DFPA. It was determined by OEM that the assurance document was not included in the original package and needs to be signed off to be included with the grant file.

11. MISCELLANEOUS – Grant Agreement (Commissioner Boice)
Grant Agreement with Umpqua Training & Employment for $20,000.00 for the “On The Job” training program. The Douglas County Industrial Development Board (DCIDB) recommends approval of the Grant Agreement. Grant to be paid from the DCIDB account.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 14, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
