MINUTES of the Board meeting held on November 30, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PRESENTATION BY STEVE VINCENT OF AVISTA – Energy Conservation Incentive

2. PUBLIC HEARING – Board Action to continue the Hearing of Proposed Legislative Amendments to the Land Use & Development Ordinance (LUDO) (Keith Cubic)
At their November 17, 2011 hearing, the Planning Commission continued the LUDO Amendments in their entirety, to the January 12, 2012 meeting for further staff clarification of specified proposed amendments.

3. PUBLIC HEARING – Amendments to the Douglas County Comprehensive Plan (Ordinance # 2011-12-01) (Keith Cubic)
The proposed Legislative Amendments to the comprehensive Plan are non-regulatory, “housekeeping” items that are necessary to: update reference citations in the Plan Introduction; incorporate the 2011 consolidation of the Planning Advisory Committee (PAC) program from nine PAC’s to six; include Statewide Transportation Improvement Program funded projects in the Transportation Element of the Plan as required by the State Transportation Planning Rule, and; acknowledge financial assistance provided by the Oregon Coastal Zone Management Act for a Coastal Technical Assistance Grant to update the Coastal Resources Plan.

4. HEALTH AND SOCIAL SERVICES – Order Approving Director’s Designees (Peggy Madison)
Order approving qualified Mental Health Specialists to serve as Mental Health Director’s Designees.

5. HEALTH AND SOCIAL SERVICES – Federal Transit Administration Certification and Assurances (Peggy Madison)
Annual list of certifications and assurances for public transportation regarding Federal Transit Administration grants and cooperative agreements for signature.

6. LAND – Bargain and Sale Deeds (Gary Groth)
An oral auction of properties acquired through property tax foreclosure was conducted by the Land Department on November 29, 2011. Bargain and Sale Deeds are being issued for the four parcels that sold at the auction: Janet and Benjamin Deano ($8,000); Joseph and Margaret Martin ($1,100); Shane Stark ($400); and Richard and Ruth Reiser ($9,500).

7. PARK AND BUILDING FACILITIES – Contract Extension (Jim Dowd)
First extension of Contract #25910 with Carrier Corporation to provide cooling equipment maintenance. Contract base yearly amount: $23,737.

8. PLANNING – PAC Reappointments (Keith Cubic)
Reappointments to the following PAC’s following the provisions of the CCI Ordinance and recommendation of the CCI: (2) North County, (3) North Umpqua, (2) Roseburg/Douglas, (2) South County.

9. PUBLIC WORKS – Delegation of Authority (Robb Paul)
Delegation of Authority to Robb Paul to authorize payment to Rock Creek Hatchery for contractual commitment to the Bureau of Reclamation for fish smolts.

10. PUBLIC WORKS – Order Expanding the Douglas County Weed Board (Robb Paul)
The Douglas County Weed Board currently has seven members and would like to expand the committee to nine members for a broader representation which would include Quarries and State Agencies.

11. PUBLIC WORKS – First Modification of Franchise Agreement (Robb Paul)
First modification of solid waste collection and recycling franchise agreement with Sutherlin Sanitary Service LLC., Sutherlin Sanitary Service LLC., Glide area, High Lakes Sanitation, Inc., North Douglas Sanitary Services, Roseburg Disposal Company, and Winston Sanitary Service and first modification of solid waste transfer station franchise agreement with High Lakes Sanitation, Inc. for Slide Creek transfer site.

The next regularly scheduled Board meeting will be held December 14, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
