1. BID OPENING – BID #996 for Two (2) New Self-Propelled Mid-Mount Power Brooms with Cab
Bid opening for Public Works Bid #996 for two (2) new self-propelled mid-mount power brooms with cab.

2. COMMUNICATIONS – Lease Agreement with SW Oregon Broadcasting, LLC
Lease agreement with SW Oregon Broadcasting, LLC for the Rose Mountain communications site. The term of this lease is five years (October 1, 2010 – September 30, 2015) at an initial cost of $5,350 per year with a three percent annual increase.

3. DISTRICT ATTORNEY’S OFFICE – Unitary Assessment Grant 2010
Criminal Fine & Assessment Account/Unitary Assessment Grant 2010-2011 provides $61,851.99 as reimbursement for 96% of the salary of the Victim Assistance Coordinator working with victims of crimes committed by adult offenders; this grant has been received since approximately 1983. The remainder of the salary is covered by the VOCA grant that has already been awarded.

4. HEALTH AND SOCIAL SERVICES – Federal Transit Administration (FTA) Grants and Cooperative Agreements
Annual list of certifications and assurances for public transportation for Federal Transit Administration Assistance Programs presented for signature.

5. LAND – Lease With Umpqua Community Development Corporation
Lease with Umpqua Community Development Corporation for office space in the Courthouse. Term is December 1, 2010 through January 31, 2011; rent revenue will be $300 per month with additional charges for phone lines and security devices.

Bid #997 for Parks maintenance facility remodel were opened on November 23, 2010. The successful bidder is Scott Partney Construction of North Bend, Oregon in the amount of $117,949.

7. PUBLIC WORKS – Amendment to Cooperative Improvement Agreement with Oregon Department of Transportation (ODOT)
Amendment #1 to Cooperative Improvement Agreement with ODOT for Interstate 5, Del Rio Road Winchester Interchange – Bundle 357.

8. SHERIFF’S OFFICE – Emergency Management Performance Grant (EMPG)
Annual work plan for EMPG. This funds 50% of emergency management costs, primarily related to staffing costs. EMPG is a FEMA program that is administered by Oregon Emergency Management. New this year is a request to provide 25% funding to the City of Roseburg to dedicate a staff member for emergency management.

9. MISCELLANEOUS – Discussion/Deliberation for Appointment to the Budget Committee
One vacancy exists on the Budget Committee due to an expired term. The vacancy was advertised with local media and four applications were received.



The next regularly scheduled Board of Commissioners meeting will be held December 8, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
