MINUTES of the Board meeting of November 2, 2005 to be approved.

BID OPENING

1. Bid opening # 901 for one (1) new front wheel drive passenger van.

2. Bid opening #906 for two (2) new ¾ ton two-wheel drive pickups with long wide box and standard cab.

3. Receipting statements of qualifications from Special Transportation Providers

PROCLAMATION

1. Proclamation declaring November 11, 2005 as Veterans Appreciation Day.

SPECIAL PRESENTATIONS

1. Recognition certificates will be presented to Donald Yoder and Jim Miller of the Douglas County Veteran Community who assist in referring veterans and their dependents to the Douglas County Veterans Service Office to access all entitlements to which they may be eligible.

Medals will be presented to Lester Reeves.

Certificate of Appreciation will be presented to Eric Riley, who recently received the Bronze Star for his service in Iraq.

HEARING

1. This is the first public reading of an Ordinance authorizing a grant of $100,000 to ADAPT for the purchase of the building located at 548 SE Jackson Street, in Roseburg, OR, which ADAPT shall use to furnish alcohol and drug counseling services.

2. Public Hearing and Orders approving modification of rates for Horning Bros. Sanitary Service, South Umpqua Disposal, Sutherlin Sanitary Service and Winston Sanitary Service for solid waste and recycling collections.

ASSESSMENT AND TAXATION

1. Order refunding taxes to Ronald S. and Kazuko Severson in the amount of $440.62.

FLEET

1. Order awarding Bid #903 to Power Ford for one (1) new compact four-wheel drive, four door SUV in the amount of $26,438.00.

HEALTH AND SOCIAL SERVICES

1. Contract with Staff Care, Inc. for locum tenens child psychiatrist coverage with Dr. Timothy Truschel for the period of November 28, 2005, through December 9, 2005.
2. First modification of contract with Locumtenens.com to increase cap amount for psychiatric services. This raises the cap to $75,000.

LAND

1. Correction deed from Juanita Hensley, Successor Co-Trustee of the Robert A. Perini Revocable Trust, relative to the acquisition of right of way for a culvert project on Buck Creek Road #61. This deed is being processed to correct an error in the description of a Warranty Deed accepted by the Board on September 28, 2005.

2. Resolution declaring that the acquisition of certain properties for the widening and realignment of Manning Road #168 is in the public interest.

PLANNING

1. Order accepting irrevocable offer to sell property (Wayne Spier trustee for the Berge Family Land Trust) with waiver of objection to assessment to sell right-of-way along South Old Pacific Highway, which is classified as a Major Collector Road.

PUBLIC WORKS

1. Contract with Carter and Company, Inc. in the amount of $527,077.25 for Deadman Creek Bridge Replacement, South Umpqua Road No. 46, Douglas County, Oregon.

SHERIFF

1. Emergency Management Performance Grant for 2006 and work plan required by Oregon Emergency Management to be eligible to receive grant monies. This grant will fund 50% of two positions.

MISCELLANEOUS

1. Deliberation in the matter of the Michael Ritchie request for a Comprehensive Plan Amendment from AGG to RC5, Zone Change from FG to 5R, and approval of an “irrevocably committed” exception to Statewide Planning Goal 3 (Agriculture Land), for a 72 acre portion of a 155 acre parcel located on Garden Valley Road west of the Riversdale Rural Community. Public Hearing was held on November 1, 2005.

2. Orders reappointing Marjorie Falk and Paul Dailey to the Coastal Panning Advisory Committee. Terms to expire November 13, 2008.

3. Order reappointing Wilma Munyon to the Cow Creek Planning Advisory Committee. Term to expire November 13, 2008.

4. Order reappointing Donald Dick to the Elk Creek Planning Advisory Committee. Term to expire November 13, 2008.

5. Order reappointing Louise Poteet to the Committee for Citizen Involvement. Term to expire October 16, 2008.

NEXT MEETING: The November 16, 2005 meeting has been cancelled. The next meeting will be held on November 23, 2005, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
