MINUTES of the board meeting of October 29, 2003 to be approved.

PROCLAMATION declaring November 11, 2003 as Veterans Appreciation Day in Douglas County.

HEARING regarding the relinquishment of title to seven parcels acquired through property tax foreclosure. These parcels are being conveyed to the City of Roseburg and shall be used for public purposes. If relinquishment is approved, a bargain and sale deed for the seven parcels has been prepared for the board’s signature.


1. Award of Bid #835 for one new trailer mounted straw blower to Emerald Hydro-Turf, Inc. in the amount of $34,625.


1. Order authorizing purchase for telecommunication services to Qwest Communications in the amount of $7,118.86 per month.


1. Order awarding contract to IKON Office Solutions for rental and maintenance of Canon copier. Purchase is from the Oregon Cooperative Purchasing Program and is exempt from competitive procurement per LCRB 3025. Term is 60 months at the rate of $289 per month, and .007 per print, plus one-time charges of $365 network connect charge and $465 training charge.


1. License to use River Forks Park for the 11th annual Roseburg Rotary Festival of Lights Display.

2. Oregon State Marine Board Facility Grant in the amount of $11,475 for replacement of boarding floats and guide rails system at Chief Miwaleta Park on Galesville Reservoir.

3. Oregon State Marine Board Facility Grant agreement to USDA Forest Service, Umpqua National Forest to construct a boat launch at the Diamond Lake South Shore Day Use Recreation Site. Douglas County is the “sponsor” to pass through the state grant funds.

4. Oregon Parks and Recreation County Opportunity Grant agreement for Stanton Park Restroom/Shower Facility. Grant amount is $57,500 and Douglas County will provide $57,500 and $4,000 “in-kind” labor.


1. Modification of contract with Pinnacle Engineering, Inc. not to exceed $30,500 for community campus management services.

2. Modification of contract with Pinnacle Engineering, Inc. not to exceed $37,000 for grading and landscaping services for the non-profit community campus.


1. Amendment to Aramark agreement for sack lunches and clothing costs. Cost of sack lunches will be $2.25 each, and the cost for clothing will be, cost plus 20 percent.

2. FEMA Emergency Management Performance Grant for funding 50 percent of Wayne Stinson’s salary, 25 percent of Pam Frank’s salary, and 50 percent of travel and other office related expenses.
