MINUTES of the Board meeting of November 23, 2005 to be approved.

BID OPENINGS

1. Bid opening #910 for two (2) new ¾ ton, four door, four wheel drive sport utility vehicles.

PROCLAMATION

1. Community Cancer Center Proclamation

HEARING

1. The purpose of this hearing is for the Board of Commissioners to obtain citizen views pertaining to an application for a 2005 Community Development Block Grant from the Oregon Economic and Community Development Department for an upgrade to the Winchester Bay Sanitary District Treatment Facility in Winchester Bay. The project will benefit at least 337 persons, of whom 65.2% will be of low or moderate income.

2. First hearing for an Ordinance No. 2005-11-02 authorizing a grant to the Community Cancer Center. The Community Cancer Center is the center for cancer treatment in the County. This ordinance is intended to fulfill the public purpose of supporting cancer treatment to citizens of Douglas County by assisting the Community Cancer Center with a $100,000 grant.

HEALTH AND SOCIAL SERVICES

1. Special Transportation Advisory Committee recommendations for a special transportation provider panel, and funding recommendations for 2005/2006.

INFORMATION TECHNOLOGY

1. Contract which makes provision for installation of audio visual equipment in the Board of Commissioners meeting room.

PLANNING

1. Order, Planning Department File No. 05-142, W.M. and Jeanette Cline: Board deliberation on a request for Comp Plan Map Amendment from Agriculture and Farm Forest Transitional to Committed Residential – 5 acres; and a zone change from FG to 5R, along with an irrevocably committed exception to Goals 3 and 4 to allow rural residential development on a 39 acre portion of a 75 acre ownership located on Azalea-Glen Road at Quines Creek in south Douglas County.

PUBLIC WORKS

1. Award of Bid #906 for two (2) new ¾ ton two wheel drive pickups with long wide box and standard cab to Hansen Motors in the amount of $36,503.00.

2. Permanent easement with Oregon Department of Transportation to construct and maintain slopes upon the property on Parcel 1 on Exhibit “A”.

3. Lease agreement with federal highway administration for the maintenance yard located at 6601 Canyonville-Tiller Trail Highway.

SHERIFF

1. Order to approve purchase of body armor to replace bulletproof vests that are no longer certified. Permissive cooperative procurement under ORS. 279A.200, exempt per LCRB 3. – City of Salem contract #034067. Lowest bidder is Blumenthal Uniform Company, Portland, Oregon for $28,350.

MISCELLANEOUS

1. Agreement for release of funds to Douglas County in the amount of $17,560. This is a partial reimbursement to the County from the Regional Investment Grant that was awarded to the County for the Wingnuts Flying Services Business Expansion and Job Creation project.
