1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF November 22, 2017

4. COMMISSIONERS – Board Order (Commissioner Boice)
Appointment of Tom Huebner to the Salmon Harbor Management Committee.

5. COMMISSIONERS – Grant Agreement Amendment (Commissioner Leif)
Second Amendment of Grant Agreement between Douglas County and Douglas County Library Foundation. Agreement updates the original agreement dated May 5, 2004.

6. LAND – Land Use Agreement Modification (Janet Coleman)
First Modification of Lease between Douglas County and Glide School District to use approximately 35 acres of county owned property as a “land lab”. Modification is to change the Land Department’s room from Room #320 to Room #116.

7. LAW LIBRARY – Board Order (Paul Meyer)
Appointment of Jeff Pugh to a new five year term on the Law Library Advisory Committee. Term Expires 12/31/2022.

8. PARKS – Order Authorizing Purchase (Rocky Houston)
Order Authorizing Purchase of a Playcraft Systems playground system for River Forks Park in the amount of $112,626.70 using GSA contract #GS-03F-0076U. Parks Department was awarded a Local Government Grant in the amount of $75,000.00 to assist in covering the cost of this system.

9. PUBLIC WORKS – Intergovernmental Agreement Renewal (Scott Adams)
Renewal of Intergovernmental Agreement (IGA) between Douglas County and Douglas Forest Protective Association (DFPA) to provide personnel for Firewise Communities programs within Douglas County. Renewal extends current IGA to January 31, 2020.

10. PUBLIC WORKS – Contract Modification (Scott Adams)
First modification of Contract #30282 between Douglas County and HDR Engineering, Inc. for the 2017 FERC part12 Inspection and Report at Galesville Dam. This modification will incorporate an expanded fee schedule, which includes junior level staff rates that will allow for billing these lower rates on the contract and also extends the contract term to June 30, 2018.

11. PUBLIC WORKS – Contract Modification (Scott Adams)
Fourth modification of Contract #29000 between Douglas County and the Dyer Partnership, Engineers & Planners, Inc. to provide additional required engineering services on the Gardiner Sanitary District Wastewater System Improvements Project and extend the contract term to December 31, 2018. Additional expenditure of $32,850.00 to be paid for by the projects existing CDBG fund’s contingency line item.

The next regularly scheduled Board meeting will be held December 6, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
