MINUTES - Approval of the Minutes of November 4, 2015

1. BOARD OF COMMISSIONERS – RESOLUTION (Bob Ragon)
Resolution to Oppose Crater Lake Wilderness Designation

2. BOARD OF COMMISIONERS – 2015-17 Justice Reinvestment Grant Award (Commissioner Boice)
Grant Agreement with the Criminal Justice Commission for the 2015-17 Justice Reinvestment Grant in the amount not to exceed $1,553,804.00. The grant funds are to be used for community-based programs to help reduce recidivism in our prisons. 10% ($160,186.00) of the funds will be distributed for Victim’s Services.

3. JUVENILE – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Second Amendment to IGA #146069 with the Department of Human Services. Amendment adds Section 5. To “Exhibit A Part 1 Statement of Work” to include a definition for “Reasonable and Prudent Parent Standard” in accordance with OAR 413-070-0000.

4. LIBRARY – Oregon Community Foundation Grant Application (Harold Hayes)
Grant Application in the amount of $200,000.00 for calendar year 2016 to be expended on personnel, materials and capital.

5. LIBRARY – Grant Agreement (Harold Hayes)
Grant Agreement with the Ford Family Foundation in the amount of $300,000.00 for the Library Tax District Bridge Funding.

6. PUBLIC HEARING -- MANAGEMENT & FINANCE – First Reading of Ordinance 2015-11-01 (Paul Meyer)
First reading of Ordinance adding section 13.105.020 to the Douglas County Code. Establishes the Solid Waste Fund, and designating revenues and expenditures to be accounted for within the fund. The second reading will be December 9, 2015. No action needed by the Board of Commissioners.

7. PLANNING – Planning Advisory Committee Appointments/Reappointments (Keith Cubic)
Reappointment to the following: John Hughes to the Roseburg/Douglas PAC; Elnora Noonkester to the Roseburg/Douglas PAC; Rebecca Breier to the North County PAC; Roger Drescher to the North County PAC; William Hemphill to the North Umpqua PAC; and Jerry Cuff to the South County PAC (CCI). Open recruitment is not conducted on reappointment(s); the CCI solicits from the PAC Chair and members before recommendation. Any vacancy within a PAC is subject to an open recruitment process.

8. PUBLIC HEARING FOR PUBLIC WORKS – Second Reading of Ordinance 2015-09-02 (Robb Paul)
Second reading of an Ordinance amending Section 13.56.170 of the Douglas County Solid Waste Management and Recycling Ordinance. If approved, the Ordinance effective date is March 1, 2016.

9. PUBLIC WORKS – Speed Zone Order (Robb Paul)
Order establishing a speed zone with a designated speed of 40 miles per hour for that portion of Whistlers Park Road (County Road No. 244) from 118 feet north of Whistlers Lane to 327 feet north of South Bank Drive.

10. PUBLIC WORKS – Contract Award (Robb Paul)
Contract Award to Wildish Building Company for construction of the Roseburg Landfill Leachate Storage & Conveyance System – Schedule A. The contract amount: $1,191,145.00.

11. SENIOR SERVICES – Intergovernmental Grant Agreement (Jeanne Wright)
Intergovernmental Grant Agreement #149847 to provide Person Centered Options Counseling for Seniors and People with Disabilities. Term of the Agreement is July 1, 2015 to June 30, 2017.

12. SHERIFF – Contract Modification (Wayne Stinson)
Contract Modification and Extension for All Hands Consulting for Emergency Operations Center through January 31, 2016.

13. MISCELLANEOUS – Landfill Update (Robb Paul)

14. MISCELLANEOUS – Appointments to the Douglas County Museum Advisory Board (Commissioner Boice)
Two vacancies exist on the Douglas County Museum Advisory Board due to the expired terms of John Robertson and Ron Sturtz. They do not seek reappointment. The vacancies were advertised with local media and five applications were received. The Board recommends the appointment of K. Renee Barlow and Dale Greenley to new terms that would end June 30, 2018.

15. MISCELLANEOUS – Reappointment/Appointments to the Senior Services Advisory Council (Jeanne Wright)
Vacancies exist on the Senior Services Advisory Council (SSAC) due to an expired terms and resignations. The vacancies were advertised with local media and six applications were received. One applicant withdrew. The SSAC recommends the reappointment Loretta Crosier (North County) to a term that will expire June 30, 2019. Appoint the following: David Daniel (West County) to a term that will expire June 30, 2017; Joe Glaspie (South County) to a term that will expire June 30, 2019; Kathy Grimes (North County) to a term that will expire June 30, 2017; and Sharon Rembiszewski (North County) to a term that will expire June 30, 2018.

16. MISCELLANEOUS – Appointment to Sunshine Acres Road District (Commissioner Morgan)
A vacancy exists on the Sunshine Acres Road District due to the relocation of Skip Blake. The remaining members identified James Roark as willing person to be appointed to the Road District with a term ending December 31, 2018.

17. MISCELLANEOUS – Appointment/Reappointment to Roaring Camp Special Road District (Commissioner Morgan)
Three vacancies will exist on the Roaring Camp Special Road District due to a resignation and two expiring terms. Ronald Hicks would like to be reappointed to a new term that would end December 31, 2017. Rosanna Hicks would like to be reappointed to new terms that would end December 31, 2018. Jan Kelley would like to be appointed to a new term that would end December 31, 2016.

18. MISCELLANEOUS – Reappointment to Darley Drive Special Road District (Commissioner Morgan)
A vacancy exists on the Darley Drive Special Road District due to the expired term of John West. Mr. West would like to be reappointed to a new term that would end December 31, 2017.

21. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held December 2, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
