PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on October 21, 2009, October 28, 2009, and November 4, 2009

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Bid #977 for (2) Mid-Size, 4 Door Sedans
Bid #977 opening for procurement for (2) Mid-Size, 4 Door Sedans

2. PUBLIC HEARING – Second Reading of Ordinance Amending Chapter 2.16 of the Douglas County Code
Public hearing to amend Chapter 2.16 of the Douglas County Code which will increase the number of non-voting members of the Douglas County Industrial Development Board from sixteen to seventeen. The amendment will also specify that one of the non-voting members will be the ODOT SW Oregon Regional Manager.

3. HEALTH AND SOCIAL SERVICES – Contract with City of Reedsport
Contract with City of Reedsport. Pass through STF funding to provide transportation services to seniors and people with disabilities. Maximum reimbursable costs up to $70,300.

4. PARKS & BUILDING FACILITIES – Order Delegating Authority to Jim Dowd to Sign Grant Applications and Related Documents
Order delegating authority to Jim Dowd to sign grant applications, acceptances, and related documents related to Energy Efficiency Community Block Grant and State Energy Program grants.

5. SHERIFF – Oregon Dunes NRA Tsunami Warning Siren
Forest Service form for National Weather Service to vacate the lease and request for Douglas County to assume the lease of the tsunami siren at the Winchester Bay ATV area.

6. SHERIFF – Contract with Lone Rock Timber
Contract with Lone Rock Timber granting us permission to access Lane Mt. Radio Site.

7. MISCELLANEOUS – Discussion/Deliberation of Appointments to the Emergency Medical Services Advisory Committee (EMSAC)
Terms of five current members of the EMSAC will expire on November 30, 2009. The vacancies were advertised with Douglas County media. A total of five applications were received from current members wishing to be reappointed. The Emergency Medical Services Advisory Committee recommends reappointment of Dr. Wade Fox, Dean Ewell, Dell Gray, Lesa-Beth Titus, and Dwes Hutson for another three-year term.

8. MISCELLANEOUS – Discussion/Deliberation of Appointments to Planning Advisory Committees (PAC)
Three vacancies exist on the North Umpqua PAC; open recruitment was conducted and one application has been received from Jim Langston. Three vacancies exist on the Callahan PAC; open recruitment was conducted and one application has been received from Dallas Heard. The Committee for Citizen Involvement recommends the appointment of Jim Langston to the North Umpqua PAC, and the appointment of Dallas Heard to the Callahan PAC.

The next regularly scheduled Board meeting will be held December 2, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
